Cotant, Council members Leroy S. Quick, Steven M. England, David A. Landor, W. Dean Wood, Attorney Thomas J. Holmes, PWD Steven M. Smart and City clerk Ron C. Conlin. Meeting was called to order at 5.10 p.m. by Mayor Cotant. PURPOSE OF MEETING is to conduct a public hearing to discuss proposed utility rates. PWD Smart suggested the $15,00u.00 sanitation budget reduction come from moving Jim Phelps's ordinance enforcement salary of $17,000.00 from sanitation budget to Police Department Budget in the General Fund. PWD Smart presented Snake River Sanitation's proposal to pick up sanitation in the City of chubbuok. After review, it looks like the Snake River Sanitation's proposal is higher than what the City can pick up. PWD Smart suggested consideration be given to moving some Enterprise Salaries to General Fund Departments based on where individuals are actually working. If we decide to do this, the 1992-93 Waterworks Budget will be met without an 3ncrease. Mayor Cotant stated we cannot continue to go to residents with increases in taxes, water, sanitation and sewer rates. Chief Webb expressed concern the City is taking the tax monies, but not fulfilling the request of the residents. Assr. Chief Webb stated, if Officer Phelps is taken out of the Sanitation Department Budget and put into the Police Department Budget, it will be important t~at he be a full time patrolman again, this would probably satisfy residents concern.
