Present: Mayor John O. Cotant, Council members Leroy S. Quick,
David A. Landon, W. Dean Wood, PWD Steven M. Smart and City
Clerk Ron C, Conlin. Councilman Steven M. England and Attorney
Thomas J, Holmes were excused.
Meeting was called to order at 7:00 a.m. by Mayor Cotant.
PURPOSE OF MEETING is to discuss declaring an emergency
purchase of telephone system.

TELEPHONE SYSTEM - City Clerk Conlin reported the telephone system
went out, Friday, September 25, 1992. City Clerk Conlin
explained we were in the process of putting telephone system
out for bid this month, the system is included in the 1992-93
Fiscal Year Budget, the problem is getting the system
installed as fast as possible. City Clerk Conlin stated AT&T
was in approx, three or four weeks ago, taking an inventory
and working with Department Heads for specific needs.
City Clerk Conlin told the council he faxed the inventory and
specific needs to telephone companies that had e~pressed an
interest in bidding the system. The following quotes came
back:
AT&T $ 18,999.00
ECSI (EXECUTONE) $ 14,000.00
PHONCOM NO BID
PROFESSIONAL BUSINESS SYSTEMS $ 16,599.00
City Clerk Conlin stated the telephone system is down,
suggesting the council declare an emergency, approving one of
the telephone systems without going out for bid.
After reviewing the telephone systems quoted, Councilman
Landon moved to declare an emergency, accepting the low bid
of $14,000.00 from ECSI (Executone Co.), without going out for
bid as per Idaho Code. Councilman Wood seconded, All council
members present voted in favor of motion.
At 7:25 a.m., Councilman Quick moved, Councilman Landon seconded
with full council approval '

Pursuant %0 Idaho Code Section 50-604, the undersigned Hayer
of the City of Chubbuck, Idaho, hereby calls a speclal meeting of
the City Councll to be held at the Chubbuck .Municipal Bulldqng, at
the hour of 7:00 a.m., on Wednesday, the 30th. day of September,
1992. The ob3ect of the special meeting is to discuss declaring an
emergency for purchase of a telephone system.
