COUNCIL MEETING MINUTES
August 18, 1992
Minutes of a special meeting held at the c~ty munictpal building,
August 18, 1992.
Present: Mayor John O. Cotant, Council members Steven M. England,
David A. Landor, W. Dean Wood, Attorney Thomas J. Holmes and
City Clerk Ron C. Conl~n. Councilman Leroy S. Quick and Public
Works D~rector Steve M. Smart
Meeting was called to order at 7:40 p.m, by Mayor Cotant.
PURPOSE OF MEETING is to discuss 1992-93 Fiscal Year Budget.
1992-93 FISCAL YEAR BUDGET DISCUSSION - Residents were invited to
d~scuss possible increases in 1992-93 F~scal Year Budget.
Discussion about employee health insurance ~ncreases. Blue
Cross is increasing the premium 27%, which is approx.
$49,000.00, $25,000.00 to General Fund.
John Stoddard, 211 Hlway stated a lot of the transits from
California are moving into Chubbuck, what taxes does Chubbuck
receive from these people. Mayor Cotant explained they would
pay the same taxes residents pay.
Discussion about the amount of taxes Wal-Mart will pay, in
comparison to the impact they will have on the City.
Mr. Stoddard felt a 30% increase in property taxes is too much
to take at one time. Mr. Stoddard stated if you cannot afford
it, maybe we should cut back rather than raise revenues, the
taxes 3ust keep raising continually, they have to stop
somewhere.
Mayor Cotant expressed concern about all the mandates, bond
elections, etc.
Star Jenkins, 6002 Eden stated he is against the 30% increase
all in one year. Mr. Jenkins expressed concern about the
adding of two officers to the Police Department.
Discussion about court revenues returned to the city, as
compared to the proposed expenditures.
John Boyle, 4891 Cole expressed concern of high speed chases,
instead of using radios.
Mayor Cotant thanked residents for attending the meeting,
stating the Public Hearing will be held at the Chubbuck City
Council Chambers, August 25, 1992 at 7:30 p.m.

Mr. Stoddard expressed concern about the 40% benefit
package city employees receive.
Council discussion Employee Health Insurance Benefits.
At 10:20 p.m., Councilman England moved, Councilman Wood seconded,
with full council approval to adjourn meeting.

CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 7:30 p.m., on Tuesday, the 18th. day of August, 1992.
The object of the speclal meeting is to: 1. Conduct a 1992-93
Fiscal
Year Budget Town Meeting.
