Holmes, Councilman Wood moved to Present: Mayor John O. Cotant, Counci] members Steven M. David A. Landor, W. Dean wood and City Clerk Ron C. Councilman Leroy S. Quick and Attorney Thomas J. Public Works Director Steven M. Smart was excused. Meeting was called to order at 7:35 p.m. by Mayor Cotant. APPROVAL OF MZNUTES - Mayor Cotant asked for corrections or additions to the special meeting minutes of July 14, 1992, approve special meeting minutes of July 14, 1992 as read. Councilman England seconded. All council members present voted in favor of motion. Councilman Landor moved to approve regular meeting minutes of July 14, 1992 as read. Councilman Wood seconded. All council members present voted in favor of motion. Councilman Wood moved to approve special meeting minutes of July 21, 1992 as read. Councilman England seconded. All council members present voted in favor of motion. 1992-93 FZSCAL YEAR BUDGET - City Clerk Ron Conlln presented a balanced 1992-93 Fiscal Year Tentative Budget. Discussion about health insurance increases this year, 1. Higher deductibles. 2. Employee contribution to premiums. Duane Kearns, D-Kar Wash expressed concern about an increase in water and sewer rates. Mayor Cotant stated, if there is an increase, it will be in the base rates. The 1992-93 Fiscal Year Tentative Budget will be adopted at the August 11, 1992 Council Meeting. APPROVAL OF LAND USE AND DEVELOPMENT COHMISSION MEMBER - Mayor Cotant suggested T. Kent Hill, 5321 Hawthorne Ave. be appointed to the Land Use and Development Commission with his term expiring June 1, 1996. Councilman Wood moved to direct Mayor Cotant to appoint T. · 5321 Hawthorne Ave. to the Land Use and Development Kent Hill. . ..... 4 19 2 Councilman with his term expiring fuu~ ,, ._9 . Commission ....... s ~resent voted in favor England seconded. All council memu~- ~ of motion. 165 CLAIMS - Clyde Harris, 1048 N. Hayes presented a claim for $197.78 for repair of a broken car windshield, he received while driving past Cotant Park. Mr. Harris reported he was driving past Cotant Park on July 28, 1992 when members of a Colorado baseball team on City of Chubbuck property knocked or threw a baseball at a high rate of speed, and broke his windshield. Irene Sch]ader, 4926 Easy St. presented a claim for $250.00 stating a city crew attempted to trim trees in her yard, Mrs. Schlader stated Larry Kohntopp said that prior to the trees being trimmed, he would advise her, so she could watch what they were doing. They did not advise Mrs. Sch]ader, and damaged the trees. After discussion, Councilman England moved to direct City Clerk Conlin to send claims to City Insurance Company. Councilman Wood seconded. All council members present voted in favor of motion. CLAIMS - Computer print-out claims presented to Mayor Cotant and Council. Councilman England moved to approve computer print-out claims as read. Councilman Wood seconded. All council members present voted in favor of motion. BUSINESS LICENSE APPLICATION - Shirley E. Baker, 1260 Wilson, Pocatello, has applied for a business license to sell seat covers at the Green Triangle Parking Lot. Shirley Baker explained to the Council her plans for selling the seat covers. Chief of Police Rowland stated he did not have a problem with the Council issuing Shirley Baker a license. Councilman England moved to grant a business license to Shirley Baker, 1260 Wilson Ave., to sell automobile seat covers at the Green Triangle Parking Lot. Councilman Wood seconded. All council members present voted in favor of motion. At 8:30 p.m., Councilman England moved, Councilman Wood seconded, with full council approval to adjourn meeting. Ron C. Conlin, City Clerk
