COUNCIL MEETING MINUTES
July 21, 1992
Minutes of special meeting held in the city municipal building,
July 21, 1992.
Present: Mayor John O. Cotant, Council members Steven M. England,
David A. Landon, Public Works Director Steven M. Smart and
City Clerk Ron C. Conlin. Councilman W. Dean Wood was excused.
Heeting was called to order at 6:30 p.m. by Mayor John O. Cotant.
PURPOSE OF MEETING is to discuss: 1) Meet with Bannock County Land
Use and Development Commission. 2) Conduct a 1992-93 Fiscal
Year Budget Town Meeting.

Commissioner felt 1) The City of Chubbuck ordinances take
precedence over the Countys in an ~mpaot district 2)
The Health District will have input in the decision.
The Bannock County Land Use and Development Commission was
present to get the City of Chubbuck's feelings on septic tanks
in the Tyhee Estates Subdivision.
Mayor Cotant told the commission the City of Chubbuck will not
accept responsibility of septic systems in the area, but, if
the Health DepArtment wants to approve, that's fine. Mayer
Cotant said the Health Department did not feel good about
septic systems either.
Gene Hancock, 12367 N. Hawthorne stated all septic tanks
should be maintained properly, residents expect this.
Tim Shurtliff, Shurtllff Engineering presented estimated
costs on installing a sewer systems in the area.
Mr. Carlsen read a letter of response from the State Health
Department.
Councilman England expressed concern that, if there is ever
a water test that comes back tainted, the residents in the
area are likely to get a mandate from the Federal Government
requiring a sewer system. Installing the system now would be
less expensive.
PWD Smart stated there is no grant monies available.
Mr. Shurtliff suggested the City and County have a
representative at each others meetings when decisions on the
impact area are being made. The Council and Bannock County

Mr. Shurtliff's suggestion.
1992-93 FISCAL YEAR BUDGET TOWN MEETING - City Clerk CoCtlin
presented a proposed budget.
Jerry Rowland, Lynda Rowland, Richard Webb, Brian Emfield,
Steve Hleb, Tom Mylar were present at the town meeting.
City Clerk Conlin stated the 1992-93 F~scal Year Tentative
Budget should be adopted at the July 28, 1992 Council Meeting.
Paul Simmons, Cable Commission invited Mayor Cotant, Chief of
Police Jerry Rowland and Councql to meet at the Pocatello
Library (Channel 12 Cable Commission), to discuss any
questions regarding proposed budget, at 7:20 p.m.
PWD Smart proposed the following increases:
Sanitation - $1.50 to
Water Works - $1.00 to
Sewer - $1.00 or $2.00
$7.90
$10.00 Base
to $11.50 or $12.50=,Base
and 6.50 usage.

Tentative Budget at the July 28, 1992 Councll Meeting.
Councilman Landon suggested the Parks and Recreation Director
Compensation be raised $500.00 on the 1992-93 Fiscal Year
Budget.
At 8:35 p.m., Councilman Landon moved, Councilman England seconded,
with full council approval to adjourn meeting.

CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 6:30 p.m., on Tuesday, the 21th. day of July, 1992. The
object of the special meeting is to: 1. Meet with Bannock County
Land Use & Development Commission. 2. Conduct a 1992-93 Fiscal Year
Budget Town Meeting.
NOTICE OF SPECIAL MEETING
TO; MAYOR AND COUNCIL OF THE CITY OF CHUBBUCK, IDAHO.
Pursuant to the call set forth above, notice is hereby g~ven
of a special meeting of the Chubbuck City Counci~ at the time and
place, and for the object, recited in the call.
