COUNCIL MEETING MINUTES
July 14, 1992
Minutes of a special meeting held at the city municipal building,
July 14, 1992.
Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England. David A. Landon, W. Dean Wood, Attorney
Thomas J. Holmes and Public Works Director Steven M. Smart and
City Clerk Ron C. Conlin.
Meeting was called to order at 7:03 p.m. by Mayor Cotant.
PURPOSE OF MEETING is to discuss 1992-93 Fiscal Year Budget.
1992-93 FISCAL YEAR BUDGET DISCUSSION - Residents were invited to
discuss possible increases in 1992-93 Fiscal Year Budget.
City Clerk Conlin presented proposed General
expenditures, explaining the revenues will
as they are presented.
Fund revenues and
most likely stay
Chief of Police Jerry Rowland was present explaining proposed
increases in the Police Department Budget.
Chief Rowland expressed the following concerns:
1. Walmart Store - Additional police coverage.
2. Possibility of losing D.A.R.E. Grant mon~es.
3. Clothing allowance increase ~f extra two officers are
hired.
4. Equipment for additional two police officers.
5. Maintenence of firing range.
6. Replacing bullet proof vests.
7. Equipment replacement.
8. Animal Shelter expenses.
9. Replacement of vehicles.
Asst. Chief Richard Webb the follwing reports to Mayor Cotant
and Council:
1. Bike Patrol.
2. Crime losses to businesses are up.
3. Child Abuse cases.
Fire Chief Oary Campbell said the Fire Department is asking
for a 5% budget increase for the 1992-93 Fiscal Year Budget.
