February 18, 1992.
Present: Mayor John O. Cotant, Council members Steven M. England,
David A. Landon, W. Dean Wood; Land Use members Kent Kearns,
Mary Harker, Pete Anderson, Gale Anderson; Public Works
Director Steve Smart; Project Engineer Gerd Dixon~ Don
Galligan, Planning Director of Bannock Planning Organization~
Secretary Myrna Crapo. ~
Kent Kearns suggested that we take a look at development sinc~
1988 and see where we need to reduce commercial zoning.
We need to broadly state what we want to see in our main
arterial in the comprehensive and get more specific with the
ordinance.
Mayor Cotant felt that we need new zoning classification for'
multiple hotlsing.
Don Gall]gan talked about tiered zoning-imverse curbs.
Example: anything below a C-1 zone would be allowed to develop
such as residential in a commercial zone.
We discussed possible businesses along Yellowstone due to the
location of the mall. Hardware stores, Lumber yard, Cal-PJmnc~
'type store~ specialty stores, and restaurants ~.
Mayor Cotant indicated that Yellowstone Avenue could have
multiple type uses such as a large apartment complex.
A 0 lot line development for some areas was discussed. Pete
Anderson e~pressed his view that the zoning was adequate. We
need to open up places in the ordinance that will allow 0 lot
lines, and they need to come through review. A step between
a planned unit development and our residents, that will allow
a denser housing.
Steve Smart has a report on 0 lot lines and will make copies

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 6:00 p.m., on Tuesday, the 18th. day of February, 1992.
The object of the special meeting is to discuss Comprehensive Plan
with Land Use & Development Commission.
