COUNCIL MEETING MINUTES
April 20~ 1993
Minutes of a special meeting held at the city municipal building,
April 20, 1993.
Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, David A. Landon, W. Dean Wood, Public Works
Director Steven M. Smart and City Clerk Ron C. Conlin.
Attorney Thomas J. Holmes was excused.
Meeting was called to order at 5:40 p.m. by Mayor Cotant.
PURPOSE OF MEETING is to discuss water contamination at Heritage
West and Stuart Wells.
HERITAGE WEST AND STUART WELL - PWD Smart gave a report on
contamination problem at Heritage West and Stuart Wells.
PWD Smart said CH2M will be in area, April 21, 1993 for two
or three days. They will meet with Mayor Cotant and PWD
Smart to advise what the City can do about the contamination
problem.
PWD Smart said there are two possible ways to bring the level
of contamination under required levels:
1. Air Stripping.
2. Filtering through an activated carbon.
PWD Smart gave an explanation of both procedures, stating both
are expensive procedures.
PWD Smart suggested we take asample at the Tyhee Stake well
maybe some others in the area. '
Discussion about drilling another well by Ellis School. Costs
would be above $100,000.00.
PWD Smart stated the City is running on 1500 gallons
minute as compared to the 5000 gallons per minutes we
normally have.

PWD Smart stated the City has been divided into six areas,
each area will be asked to water one day a week. The residents
will be advised with a note from the Mayor in this month's
water bill.
PWD Smart said we might be able to give sufficient notice,
this might allow us to leave all the wells running. PWD Smart
stated the risk of not turning off the wells, would be too

great.
Discussion about drilling a well that would take the place of
the Heritage West and Stuart Well.
After discussion, PWD Smart was directed 1) Find out what OJq2M
suggests. 2) Drill test well. 3) Find out if we can pUb/~sh
findings, and keep the wells going. 4) Advise public of facts.
At 6:45 p.m., Councilman Landon moved, Councilman Quick seconded,
with full council approval to adjourn meeting.

CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 5:30 p.m., on Tuesday, the 20th. day of April, 1993.
