Chubbuck Road of progress regarding proposed East Chubbuck Road Interchange, Present: Mayor John O. Cotant, Councilman Steven M. England, David A. Landon, PWD Steven H. Smart and City Clerk Ron C. Conlin. Mayor Cotant called the meeting to order at 7:30 p.m. Don Galligan, Bannock Planning Organization and Dee Green, State Highway Employee and resident on E. Chubbuck Road were present to address concerns. There were approx. 35 E Chubbuck Road residents present. Venna McCallum, 223 E. Chubbuck Rd., Cleve Stoddart, 567 E. Chubbuck Rd., Chris Leishman, 4623 Chateau called to oppose the 1-15 - E, Chubbuck Rd. access. Nick Crookston, 244 E, Chubbuck Road called in favor of the 1-15 - E. Chubbuck Rd, access. Mayor Cotant reported on what City knows about the Federal, State and City proposed plans for proposed 1-15 - E. Chubbuck Rd. Interchange, Mayor Cotant stated there is not enough monies at this time to install an access to 1-15 from E. Chubbuck Rd. Mayor Cotant said when the interstate is accessed, it wi]] probably be from Siphon Rd, rather than E. Chubbuck Rd. Mayor Cotant stated there is funding available to bring Olympus Drive to E. Chubbuck Rd., then widen E. Chubbuck Rd. to Yellowstone Ave. The funding would widen E. Chubbuck Rd. to five lanes. Mayor Cotant asked for comments from residents that have concerns, Don Galligan stated, if a five lane road is approved, the five lanes will be 80'. Don Galligan said if approved, the ground will not be broken on the project until, 1998. Don Galligan stated State and City prefer a five lane road because of traffic safety. The five lane road has proven safer. Mr. Galligan said anytime a major project is approved, there has to be an accommodation made for bicycles, which would add 5' of land on each side of street needed, in addition to the street. Steve Shouse, Kimberly Nursery expressed concern of losing a lot of his parking. Mr. Shouse was in favor of a Siphon Road access to the Interstate. Dee Green felt the City of Chubbuck is sacrificing for City of Pocatello's problem on Olympus Drive. Mr. Green stated, if the E. Chubbuck Rd is widened, it will develop more. Mr. Green suggested we go into a longer range plan. Mayor Cotant suggested we might have the same traffic problems either way, the five lane will alleviate some of the problems. Dee Green felt a three lane road would suffice now, and not be so hard on the residents. Steve Shouse suggested a stop light be installed at Hiline and Chubbuck Rd., this might relieve some of the problem. The residents present were mostly in favor of a three lane road on E. Chubbuck Rd. Mayor Cotant suggested making a three lane road instead of five lane, then putting the extra monies in making Hiline Rd. a three lane road. Mr. Green is opposed to an E. Chubbuck Rd. access to Interstate. Don Galligan said he will go to work and see what can be done about a three lane road on E. Chubbuck Rd., also try to include a three lane road on Hiline Rd. from E. Chubbuck to Yellowstone Ave., with the monies saved. Mr. Green stated if there is less monies are used, perhaps the project can be moved up.
