Home My WebLink About0470 Key Box and Hazardous Material Information Unit 1997CITY OF CHUBBUCK, IDAHO ORDINANCE NO. 470 0 AN ORDINANCE OF THE CITY OF CHUBBUCK, IDAHO, ADOPTING CHAPTER 15.48, PROVIDING SYSTEM AND PROCEDURE FOR USE OF A KEY BOX OR HAZARDOUS MATERIALS INFORMATION UNIT WHERE NECESSARY; REPEALING PRIOR CONFLICTING ORDINANCES; PROVIDING FOR THE SEVERABILITY OF THE PROVISIONS OF THIS ORDINANCE; AND PROVIDING WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE. BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF CHUBBUCK, IDAHO: Section 1. Chapter 15.48 Adoption. The following Chapter 15.48 of the Chubbuck Municipal Code is hereby adopted: Chapter 15.48 Key Box and Hazardous Material Information Unit 15.48.010 Purpose. Certain establishments secure their premises at times with doors, padlocks, electrically operated gates or other such mechanisms that are not generally accessible but which must be accessed by the Fire Department in case of a fire or other emergency. Section 902.4 of the Uniform Fire Code ( 1994 Edition) provides that the Owner of such premises must provide a Key Box at a location to be determined by the Fire Chief and into which box are placed keys to access the property in case of an emergency. To provide a uniform system and procedure, the City of Chubbuck has adopted the Knox Box System, Model 3200, as the Key Box required to be used in such instances. Additionally certain premises have hazardous materials present and information of such materials must be readily available to emergency personnel. The Fire Chief, or the Chiefs designee, shall require emergency key boxes or Hazardous Material Information Units in the following instances: l) Buildings regardless of the use or occupancy containing six (6) or more Ordinance - Page 1 dsc chbbckO6.111 occupancies within the same structure which use a common external exit access. 2) All occupancies having or required to have a fire alarm or sprinkler alarm system. 3) Any commercial or assembled structure without window openings and over forty (40) feet in depth. (Openings which are obstructed or covered to the extent that quick access or visibility to the inside is incorporated shall not be considered windows.) 4) Each location required under Federal, State, County, or Local regulation to report activities shall be surveyed for the installation of an on site Hazardous Material Information Unit. 15.48.020 Key Assignment. All keys and card keys placed within such a Key Box shall be properly marked to show the function of the key and location of the lock which the key fits. Keys in such a Key Box shall be assigned only to the Chubbuck Fire Department and may not be purchased except by the Chubbuck Fire Chief or the Chubbuck Assistant Fire Chief. Each of their signatures must be matched against an authorization card. 15.48.030 Key Box Contents. The location of any Key Box with the City shall be determined by the Chubbuck Fire Chief for the Chief s designee, who shall determine a location that is accessible by the Department and at least six feet above grade. 15.48.040 Installation Procedures. When a Chubbuck Fire Department member or a Building Official or Inspector of the City of Chubbuck determines a Key Box is required, appropriate remarks shall be entered on the Inspection Permit, including the appropriate Uniform Fire Code Section, and such record shall be forwarded to the Fire Chief or Chubbuck Fire Department. Those individuals, or their designees, shall notify the building owner or manager and deliver to such individual the Key Box in an open condition and with no keys enclosed. The Ordinance - Page 2 dsc chbbck08.111 building owner or manager shall cause the Key Box to be installed at a location and in an area specified by the Chubbuck Fire Chief or the Chief's designee. Upon being notified of completion of installation, the Fire Chief or the Chief's designee shall contact the building owner or manager, obtain the key(s) and, proceed to lock the key in the Key Box (along with appropriate documentation provided by the owner as to the function of the key and location of all locks accessed by the keys. 15,48.050 Installation Records. After the installation of a Key Box and locking of the keys within, the Fire Chief or the Chief's designee shall: (a) enter the location and date in the Department log. (b) enter the information in an inspection document showing the specific keys included. (c) enter the location of the Key Box on the appropriate Pre -Fire -Plan. (d) pencil in information needed for up -dating the run book on the run book page and forward the page. Additionally as an attachment to the Fire Department's general order shall be a listing of all known Key Safe Installations. The Department shall note the location of all Key Boxes in the City (and for out of district responses, etc.) and shall be periodically updated. This list shall be kept in each Front Line Truck's run book. All additions or changes shall be noted and forwarded to the Fire Department Administrative Office for updating and redistribution. 15.48.060 Key Box Access Keys. Key Box access keys shall be issued to all fire apparatus, where the access keys will be connected electrically to a circuit and that circuit will continually be logged when the key is removed for use. No switch or other signaling device shall be connected to such circuit. 15.48.070 Hazardous Material Information Unit. Any facility, firm, corporation, or other entity or individual that handles, uses, or stores hazardous material in the (3) or (4) range of the Ordinance - Page 3 du chbbckO6.111 0 0 NFPA 704M symbol and with a total aggregate of more than 55 gallons, 500 pounds, or 200 cubic feet, shall have a Knox Box HazMat Cabinet, Model No. #1300, for Chubbuck Fire Department use. A weatherproof cabinet, Model No. 1200 WH, shall be installed when appropriate, except such is not required for underground fuel storage. 15.48.080 Cabinet Contents. The hazardous materials information unit shall contain the following: 5. Binder for HAZMAT Knox Box with: A. List of responsible and phone numbers (i.e. plant manager, owner, all principle employees, management types, and major chemical manufacturers). B. A scaled complex card of the facility, to Chubbuck Fire Department complex card guidelines, to include room numbering, extinguishing systems (OSY, PI valves, fire department connections), drains, secondary containment, ventilation systems, and hydrant locations. C. Alphabetical list of chemicals, room number location, and approximate quantity and strength (i.e. 50%, 60%, 85%, etc.) D. Material Safety Data Sheets (MSDS) of all chemicals in alphabetical order. 6. Keys to all locked doors with plastic identification tags correspondingto the complex card maps. 15.48.090 Location of Hazardous Material Information Unit. The Hazardous Material Information Unit shall be located on the exterior of the building near the front entrance in a place and manner designated by the Chubbuck Fire Chief or the Chief's designee. Such cabinet shall be accessed by the same devices as set forth in l 5.48.060 above. 15.48. 100 Costs. The costs of any Key Box, Hazardous Material Information Unit, installation thereof, access key, hereto and any other incidental costs incurred by either the Chubbuck Fire Department or the building owner/occupant shall be born by the business owner or occupant. The effective date for installation and enforcement of this Chapter 15.48 shall be: 1) Immediately as to all new construction or redevelopment of sites and properties. 2) One (1) year from the date of passage of this Chapter 15.48 as to all existing properties and sites which are otherwise within the scope and coverage of this Chapter. ADMINISTRATIVE PROVISIONS Section 1. Repeal of Conflicting Ordinances. The provisions of any Ordinance of the City of Chubbuck, Idaho, and any provision of the Chubbuck Municipal Code which are in conflict with the provisions of this Ordinance are hereby repealed to the extent of such conflict. Section 2. Severability. If any provision of this ordinance is held invalid, for any reason, by any court of competent jurisdiction, such holding shall not affect the validity or enforceability of any of the remaining provisions. Section 3. Effective Date. The rule requiring an ordinance to be read on three separate days, one of which shall be a reading in full, is hereby dispensed with, and this Ordinance shall become effective upon its passage, approval and publication as provided by law.
