COUNCIL MEETING MINUTES
June 13, 1994
Minutes of a Special Meeting held at city municipal building,
June 13, 1994.
Present~ Mayor John O. Cotant, Council members Leroy S. Quick,
Marvin C. Gunter, W. Dean Wood, Attorney Thomas J. Holmes,
Public Works Director Steven M. Smart and City Clerk Ron C.
Conlin. Councilman Steven M. England was excused
Meeting was called to order at 5~02 p.m. by Mayor Cotant.
PURPOSE of meeting was to go into Executive Session Meeting to
discuss Police Department personnel matters, as authorized by
Idaho Code 67-2345 (b).

CITY OF CHUBBUCK
Pursuant to Idaho Code Section50-604, the undersigned Mayor
of the City of Chubbuck0 Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 5~00 p.m., on Monday, the 13th. day of June, 199~. The
object of the special meeting shall be to go into executive session
meeting to discuss Police Department personnel matters, as

Dear Jerry:
The Bannock County Sheriff's Department is currently in the
process of submitting budget proposals to the County Commission
for fiscal year 1995. In doing so, we have done an analysis for
all towns regarding contract law enforcement and contract dis-
patching.
Our analysis shows that the cost for delivering contract law
enforcement services is $28.00 per hour. We will be raising the
per hour fee from $14.00 to $20.00 per hour to those towns who
contract law enforcement services with us.
In a similar fashion, while we have attempted to soften the blow
as best as we could, we are still in the unenviable position of
having to announce a significant raise in fees for dispatch
services. The analysis of radio air time and calls for service
directed through the Bannock County dispatch center shows that
the City of Chubbuck comprises approximately 42% of the total
radio and telephone traffic.
The annual cost of wages and benefits (38%) for the 5.5 dispatch-
ers equates to an annual cost of $193,913.00, and 42% of that
figure would equate to $81,443.00. I certainly realize that the
City of Chubbuck is in no position to expend the $81,443.00, so I
am offering the following proposal.
Bannock County is willing to enter into a contract for fiscal
1995 at the rate of $60,000.00. This will allow both entities to
explore all their options in the future, and make a decision
based on those findings. While the above figure equates to a
significant increase, I hope it shows that we are willing to meet
more than half way on the issue, as the $60,000.00 figure equates
to less than 30% of the costs involved for in excess of 40% of
the services rendered, and I feel that this arrangement is fair
for both parties.
