HomeMy WebLinkAbout02 10 1998 CM--� 27 COUNCIL MEETING MINUTES February 10, 1998 Minutes of a regular meeting held at the city municipal building on, February 10, 1998. Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, Attorney Thomas J. Holmes, Project Engineer Gerd Dixon and City Clerk Ron C. Conlin. Councilman W. Dean Wood was excused. Meeting was called to order at 7:32 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to Special Meeting Minutes of January 27, 1998, Regular Meeting Minutes of January 27, 1998, Special Meeting Minutes of January 29, 1998 and Special Meeting Minutes of February 3, 1998. Councilman Quick moved to approve Special Meeting Minutes of January 27, 1998 as read. Councilman Gunter seconded. All council members present voted in favor of motion. Councilman Quick moved to approve Regular Meeting Minutes of January 27, 1998 as read. Councilman Gunter seconded. All council members present voted in favor of motion. Councilman England moved to approve Special Meeting Minutes of January 29, 1998 as read. Councilman Quick seconded. All council members present voted in favor of motion. Councilman Gunter moved to approve Special Meeting Minutes of February 3, 1998 as read. Councilman England seconded. All council members present voted in favor of motion. PUBLIC HEARING - An application by Charlie Frasure, 102 Laurel Lane, Chubbuck, Idaho 83202 for a preliminary plat for Frasure Industrial Park, 1'. Addition. This preliminary plat would in part vacate and replace Lots 6, 7 and 8 of Block 1, of Magelby Manor 1". Addition; and portions of Lots 3 and 4 of Cloverdale Farms. It would also vacate and replat a portion of Laurel Lane. Property is presently zoned General Commercial, (C -2) and Industrial, (I). This subdivision is located north of East Chubbuck Road and East of Yellowstone Ave. (East of 4900 -5000 block Yellowstone Ave). Mayor Cotant declared the public hearing open. Tim Shurtliff, Shurtlift' Engineering was present to present the Frasure Industrial Park, I'`. Addition Preliminary Plat. 29 PUBLIC HEARING - CHARLIE FRASURE PRELIMINARY PLAT AND VACATION OF PLAT - (cont.) There being no comment for, or against the proposal, Mayor Cotant declared the public hearing closed. Staff stated this phase of development should trigger the completion of Laurel Lane as it reconnects the subdivision back to Yellowstone Ave., which should include pavement, curb & gutter and sidewalk. Project Engineer Dixon stated Charlie Frasure would like to leave Laurel Lane gravel for the present time. Councilman England stated the Land Use and Development Commission recommended allowing Charlie Frasure two years for Laurel Lane street improvements, which include pavement curb, gutter and sidewalk. Mr. Frasure felt he would have Laurel Lane the street improvements finished in one year. Councilman England moved to accept the Land Use & Development Commission's recommendations to approve the Frasure Industrial Park, V. Addition Preliminary Plat, which would in part vacate and replace Lots 6, 7 and 8 of Block 1 and a portion of Lot 5, of Magelby Manor V. Addition, and portions of Lots 3 and 4 of Cloverdale Farms, with the following conditions: 1) An improved access from Yellowstone to the subdivision be worked out between the developer and the city staff to provide for emergency access to Industrial Park. 2) Street improvements including curb, gutter and sidewalk on Laurel Lane be completed within two years from now. Councilman Gunter seconded. All council members present voted in favor of motion. PUBLIC HEARING - An application by Con Jensen, 8294 W. Buckskin Road, Pocatello, Idaho for a replat of Lariat Lane right of way and replat of Lot 26, Block 7, and Lot 1, Block 17 of Paradise Acres Subdivision, and vacating of Lariat Lane right of way in Paradise Acres Subdivision. Property is presently zoned Limited Residential, (R -2). Mayor Cotant declared the public hearing open, there being no comments, for or against Mayor Cotant declared the public hearing closed. Councilman England stated the Land Use and Development Commission recommended The Council deny the application by Con Jensen for a replat of Lariat Lane right -of -way and replat of Lot 26, Block 7, and Lot 1, Block 17 of Paradise Acres Subdivision. Councilman England expressed concern Con Jensen did not understand the application was recommended by the Land Use Commission to be denied, or he would have been here tonight. Councilman England moved to table the application until the February 24, 1998. Con Jensen and residents in the area will be invited to the meeting. 31 STAFF RECOMMENDATIONS ON CITY OF CHUBBUCK IMPACT AREA - Project Engineer Gerd Dixon presented a one mile impact area map that has been discussed and agreed upon by Bannock County, City of Pocatello and City of Chubbuck. Staff. Discussion about the City of Chubbuck Impact boundary lines. Councilman Gunter moved to authorize City Staff to proceed with City Impact Map as presented. Councilman England seconded. All council members present voted in favor of motion. City Impact Map will be presented at Land Use & Development Commission Meeting on March 5, 1998. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman Quick moved to approve computer print -out claims as presented. Councilman Gunter seconded. All council members present voted in favor of motion. At 8:05 p.m., Councilman Gunter moved, Councilman England seconded, with full council approval to adjourn meeting. Ron C. Conlin, City Clerk
