HomeMy WebLinkAbout06 08 1971 CMMihutes of the regular meeting of the Mayor and Council held at the Municipal building June 8, 1971. Called to order 8:00 P.M. Present: Mayor Cotant, Councilmen Leslie, Romriell, Taylor and Thompson Minutes of the last regular meeting read and approved as read. Ellis PROPERTY ~MPLAI~- Earl Ellis had been instructed during the week to move the inoperable vehicles from his property at the end of Briscoe Rd. He agreed to move the vehicles and was asked by Chief of Police Frasure to come to meeting and get issue of trailers being lived in straightened out. Mr. Ellis stated his trucks, trailers and equipm~t on his property were of value to him and he planned to leave them there. If anyone is living in trailers he knows nothing of it. Discussion followed as to unknown persons living in trailers. Chief Frasure is to check area to try to catch anyone that might be staying there. RESOLUTICN - Setting place of the Special Bond Election to be held July 13, 1971, also n~ng judges and clerks for election read by Mayor Cotant. Councilman Romriell made motion to adopt resolution, Councilman Taylor seconded, roll call vote, Leslie, yes; Romriell~ yes; Taylor, yes; Thompson, yes. DELINQUENT WATER ACCOUNTS -Clerk presented list of several delinquent water accounts for adjustment. Clerk to check Dept. of Pfolic Assistanct to see if they will pay account of Heleme Davenport, also to notify Downey where she is living of same. Roberta Dunham account is to remain in file as long as she owns property. Gene Hancock account is to be adjust- ed for cost of moving meter. Letter to be sent to Mortgage Ins. on water bill Oaused by Faulkner leak. Clerk is to make a list of all delinquent accounts and keep for role=once and is to notify the credit bureau of present delinquent accounts. POLICE INTERVIewS - Council interviewed the following applicants for police work; David L. Spurrier, Louis A. Depres, Jerry Lee Rowland and James Morphy. AMBULANCE S~RVICE - Mayor reported H. E. Parker~ Bannock County Sheriff had contacted him and proposed that in lieu of the service of answering Chubbuck Police phone and d~spatching radio service the city of Chubbuck pay a retainer fee to the Ambulance Service. Counciiman Thompson voiced disapproval as to subsidizing private enterprise. Councilman Romriell suggested the city write a letter to the ;~mbulance service stating they are considering a retainer fee and that the city request a profit and loss statement, also a statement as to hours per day the owners serve in ~mbulance business. WATER RATES - Discussion as to changing water meter rates. Mayor proposed a rate change to 60¢ per thousand for first 5~,0OO for a minimum of $3.00 per month, 35¢ per thousand for the next 95,000, 25¢ for the next 50,000 and 20¢ per thousand for all water used in excess of 150~OO0. Councilman made a motion council adopt this proposal, Councilman Leslie seconded, roll call vote ~Leslie, yes; Romriell, yes; Taylor, yes; Thompson, yes. Attorney Wise is to draw up an au~nendment to water rate ordinance for rate change. Councilman Leslie made motion to pay bills, Taylor seconded. All in favor. Stuart Park development discussed, as to fencing, restroom~ improvements, water line e~tensions, off-street parking, curbing, etc.. Council met with the zoning com~Lission and discussed the adoption of zoning, sub-division, and trailer ordinances. Jack Menard is to get large map to be colored to go with the Z nmng Ordmnance. Zonmng co~mmssmon ms gomn~ to meet Tuesday June 15, 7:00 P.M.. Council is to meet with zsning co,remission around 9:00 P.M. Rodney Parrish reported the Lions Club meeting would be Tuesday June 15, and they would like all councilmen and mayor to attend, meeting will be at Green Triangle at 8:00 P.M. The Lions Club are to receive the Ralph Garrett Memorial Award for the outstanding project of District 39E.
