Present: Mayor Cotant, Councilmen Leslie and Romriell Called to order: 6:10 P.M. Minutes of the last regular meeting read and approved as read. POND AND EYE SORE ON BURLEY DRIVE - Mrs. Ranstrom and several residents from Burley Drive were present. Mrs. Ranstrom told of a pond at the rear of their property, the pond is a nuisance, dangerous and unsanitary and can the city do something about same? Also Burlsy Drive is an eye sore in many places and can something be done about this? Mayor informed residents the city can and-will do something about the unkept conditions and that he will follow up on the drainage pond situation. DOG LICENSES AND BUILDING PE~2MITS - John R. Valenty stated he felt the municipality was stressing law too far to require dog licensing for house dogs, in other words~ following the law to a T causes an aggravation and hard feelings. He also complained of building permit fees, stating he doesnt feel the revenue is worth the hard feelings it causes. Leash law and licensing of dogs discussed. Building permit fee also discussed with Councilman Leslie explaining he feels it is necessary for control of building~ zoning and the person doing the building. S~ER PROJECT - John Zinkan from Stuart Ave. asked about how sewer project stands. Several other residents from Stuart Ave. also were present with questions about where lines wou~ be, etc.. Mayor explained many problems are still in the way for any immediate action. Councilman Leslie informed those present our grant funds were changed causing the city to change their funding, causing more delay. He assured residents present the most economical and feasible placing of lines would be done. Discussion followed on sewer hook-ups and the develop ment of 235 homes in the area. EASE~JNT - Bob Etheridge stated he will not grant an easement and has built a barbed wire fenc~ along his property line. SOUTH EASTERN IDAHO COMMUNITY ACTION AGENCY - Rodney Parrish asked about the request for funds from SEICAA. Mayor reported the council had decided they cannot grant any help, basically because funds have not been budgeted for such. MOBILE HOME AND PARK REQUEST - Mr. Ralph B. Bistline and Attorney M~x Parrish made a request for license to develop a trailer park on his property at Riline and Chubbuck Rd. if a Mobile Home Estate request would not be granted. Long discussion followed as to revenue involved, trailer homes on permanent foundations~ and chance for trailer homes being assessed as real property. Max Parrish questioned when zoning would be in effect, Mayor answered possibly within one month. Without a full quorom present no action could be taken. Meeting set fcr Thursday May 13, 1971 at 5 o'clock P.M. to act on Ordinances and passing of monthly bills. Meeting recessed at 10:3~ until Thursday. City Clerk
