Called to order: 8:00 P.M. present: Mayor Cotant~ Councilmen Leslie, Romriell, Taylor and Thompson 161 HAWTHORNE T~RACE APARTMENTS - Jack Stevens and William Skaggs presented a petition on behalf of residents of Neider Addition protesting the 24-unit apartment complex proposed on Hawthorne and Chastain Dr. The protest was read in full by Mayor Cotant. Discussion for and against this building site followed. Mayor explained without zoning being adopted the city has no control over the proposed development. MOBILE HOME ESTATE - Ralph B. Bistline stated he was contemplating setting up a Mobile Home Estate on property at the corner of Chubbuck and Hiline Rd.. Mayor suggested they present plans to the zoning commission. Councilman Thompson and Mayor Cotant informed Mr. Bistline they felt the present water system in that area could not supply water to this development at this time. SOI~HEASTERN IDAHO COMPIUk~ITY ACTION AGENCY - Mr. A1 McGee of the SEICCA requested the City of Chubbuck share financial participation to help this agency at the cost to the city of $600.00 per year. Mayor requested the city has some time to discuss this matter before giving an answer. DOG CATCHER - Mayor informed the council that Ted Talbot was interested in working as dog catcher. Mr. Talbot was told the council will discuss further and let him know. TRAIL~ VARIANCE - A. F. McOmber was present to discuss his request that trailers be allowed on the east side of Burley Drive. Zoning Commission is to give recommendation to city council before an answer can be given. CARD GAME REQUEST - Attorney McDevitt advised, as far as law is concerned, card games cannot be used as gambling or exchange of things of value and are not to open on Sunday or after 12:00 P.M. any evening. It is within municipal authority to grant a license. Councilman Romriell made motion to deny this request. Couzicilman Taylor seconded. Council vote was unanimous to deny this request~to Lena Giannini dba Five Mile Inn. HIGH~;AY DEPARTmeNT RESOLUTION - McDevitt reported he sees no urgency in adopting. Council all agreed to table resolution at this time. ATTORNEY'S RESIGNATION - Herman J. McDevitt verbally announced to council he wishes to resign as of May 1st. He will work with engineer on sewer and water project if council wishes but suggest~a new attorney be hired for municipal purposes. He stated he cannot devote the kind of time the job requires. Mayor end Council will consider this matter. R~SOL~ION FOR CREATION OF LOCAL RF~IONAL LAW ENF(IqCEMENT pLANNING AGENCY ~ REGION III to be in compliance with Ominus Crime and Safe Street Acts - Discussion as to adopt- ing this resolution so that the city might become eligible for grant for high band radios which Police Chief Frasure has applied. Councilman Leslie made motion to adopt resolution, Romrietl seconded. Roll call vote: Leslie, yes; Romriell, yes; Taylor, yes; Thompson, yes. RADAR - Chief Frasure requests the council consider applying for Radar from the Law Enforcement Planning Agency or buying one direct. No decision. BIDS ON 1966 BUICK - Cloyd Nelson, $231.00; Fred Schaf, $212.00; Jim Brewerton, $300.00; Dennise Stone, $329.00. Councilman Dennis made motion to reject all bids, Thompson seconded. Ail in favor. Bart Parrish offered bid from floor of $400.00. Council all in favor of accepting bi~ from Mr. Parrish. Financial statement presented to Council. Bills presented to council for payment. Councilman Taylor made motion to pay bills, Leslie seconded. All in favor. Meeting adjourned till further notice if necessary.
