HomeMy WebLinkAbout12 08 1970 CMMinutes of the regular meeting of the Mayor and Council of the City of Chubbuck held in the City Office on December ~, 1970. Present: Mayor Cotant, Councilmen Romriell, Taylor and Thompson Excused: Councilman Leslie Called to order: 8:05 P.M. Minutes of the last regular meeting read and approved as read. WATER REQUEST = Prior to meeting being called to order the council met with Roy Middleton. Mr. Middleton requested water to his property on West Chubbuck Ed. Discussion followed and Middleton is to investigate costs, etc. and meet with council later. ZONING COM~4ISSION = Minutes of the past three zoning commission meetings read. Mayor announced that Bob Wilson has been appointed to the commission. Clerk is to send out letter reminding the board of the meeting of December 17, urging them to be present and commending them for their interests. PICK UP TRUCK ~ED ELECTPgCJ~ BILL = Councilman Romriell informed the council that a used 1963 half--ton pick up truck was available to buy for the sum of $580.00. Romriell made motion the city buy this truck. After discussion Thompson seconded on the stipulatio~ t~at funds are available and the truck be used in any department needed. Romriell also reported he had checked with Dyke's Electric on electrical work and also another electrical firm in the city. Employees of the city are to do all work possible in keeping charges at a minumum. POST OFFICE = Councilman Thompson informed council of letter from McDevitt on progress of request for Post Office in our city. He also suggested the mayor call Jerry Davenport Seattle, Washington, engineer over building planning for Post Offices in this region about request. F~TERS = Councilman Thompson Presented proposal from Waterworks Equipment Co. on meters. Discussion followed as to where to buy meter's. Thompson volunteereR and was requested by mayor to check with Pocatello Watermaster and find out how Neptune meters were holding up in comparison to the Hersing Sparling meters. USED POLICE CAR = Police Chief Frasure asked the council the price that will be accepted on 19~6 Buick. Decision was low book of $750.00 at this time. VJ~TER DISPOSAL PROBLEM = Frasure reported the Health Department is still checking into water disposal behind businesses'on east side of Yellowstone. VOTING 5EQUI~EP~ETS = Mayor Cotant reported the Association of Idaho Cities are not requesting legislature to act on voting requirements but several other groups are. Some discussion on sewer followed. FI'VE MILE INN INSPECTION = Thompson asked for report of inspection of Five P~ie Inn from building inspector Joe Brerman. Brennan reported he had inspected the construction and that the doors and other building phases are in compliance with building code. Mayor asked Warren Derbidge to check and find out if we have code or ordinance in effect that would cover inspections of business buildings by the Fire Department. S~ITATION ~' ~ · ~c~PTACLE = Council agreed to have a large receptacle in use at the city office from Parks & Sons for the cost of $~.00 per month. STORM DOOR = Mayor reported wind damage to storm door to the point of replacing. Bids for same were read by mayor. Decision was to check with insurance comoany to find out if it can be replaced through coverage and also for someone to check q~ality of doors bid. DOG LICENSES = Police Chief Frasure reported that the 1971 dog licenses have arrived and are for sale now at the city office. Frasure also suggested a fine of $10.00 for all unlicensed dogs after March 1st. VACATICN ~ND SICK LEAVE = Mayor read rules and regulation applicable to sick leave and vacation. Discussion followed ~ith the decision that copies are to be made for council for study and review next month. ZONING ORDINANCE = Zoning ordinance drawn up by McDevitt & McDevitt presented to the council, council presented same to Delmar Peters of the zoning commission for their study. INTERI~I AP~OPRIATION O~INANCE = Ordinance read in full by the mayor. Motion to dispense with rule to read on three separate days made by Thompson, seconded by Romriell. Roll call vote: Romriell, yea; Taylor, yea; Thompson, yea. Motion to adopt Interim Appropriation Ordinance made by Thompson, seconded by Romriell. Roll call vote: Romriell, yea; Taylor, yea; Thompson, yea. BILLS = Romriell made motion to pay the bills Presented, Taylor seconded with all in favor. Meeting recessed till further notice if necessary at 10:lO P.M. Clerk Continuation of City Council meeting of December 8, 1970 held December 8, 1970 following regular city meeting. Council discussed the release of Mrs. Valenty as City Clerk and all agreed with the Mayor in this move. The Mayor nominated Mrs. Vera Armstrong as City Clerk and all agreed. The mayor expressed belief that our city office can be efficiently operated with less extra help than now being used. He also discussed a new system of book-keeping under consideration and =stated this would when in operation save the city many hours of labor. Meeting recessed at ll:OO P.M.
