HomeMy WebLinkAbout10 14 1970 CM 137 Minutes of a special meeting held October 14, 1970 at the City office, 5160 Yellowstone Present: Mayor Cotant, Councilmen Leslie, Homriell, Taylor and Thompson Called to order: 6:15 P.M. Mayor explained to business men and women present that the Council feel the Sunday opening of the bars was creating quite a problem in the city. Asked for comments on problem. Remarks from store operators and bar owners. a. More Police enforcement needed. b. Bar owners claimed they are trying to control open bottles of beer going out of bars. c. Business people mentioned that it isn't only the Sunday closing that hurts them but their week business also falls down. d. The possibility of private business hiring someone and getting them deputized for policing discussed. Police Chief Don Frasure told the council that it was the outside traffic and not the residents of Chubbuck that is causing the problem. Jail sentences and fines do little good because they just sit it out in jail and come back and laugh at us. Also that drinking outside the bars in cars is the main problem. One thing that must be stopped is the flow of beer out of the bars. Mayor mentioned that we're bordering on a bad situation and the continuing problem is giving the community a bad name, that we have all the citizens to think about. He asked the business people if they thought the Sunday situation was worth the extra law enforcement needed. Remarks: a. Would mean laying off help. b. Not any worse than yeers ago. c. Transient patrons will be gone in a few weeks. d. Each place of business watch their parking and have cars towed away. e. Have someone posted at doors to keep drunk ones from coming in and drinks from going out. Keith Matthews, investigator for the State Dept. Of Liquor Enforcement said he found very little trouble inside the bars. The problem comes from the Sunday opening attracting the hard-Co~e drinkers who cannot buy drinks elsewhere. Mayor explained it is the council's desire to clean this situation up even if it means closing on Sundays, but they have ne intention of doing this for ssite, nor the intention of any decision tonight. Present: Mayor Cotant, Councilmen Leslie, Ylomriel], Taylor and Thompson Larry Perkins of Forsgren, Perkins and Ass. was present at this meeting and gave the Mayor and Council full details as to the proposed plan of the sewer and water project, consisting of complete cost, breakdown of loans that should be available, methods of financing city cost, including proposed cost for residents.
