HomeMy WebLinkAbout09 08 1970 CM 131 Minutes of the regular meeting of the Mayor and Council of the City of Chubbuck held in the City office of the City of Chubbuck on September 8, 1970. Present - Mayor Cotant, Councilr~en Leslie, ~omriell, Taylor and Thompson Called to order O $:15 P.M. Minutes of last regular and one recessed meeting read and approved. Sewer Project - Leslie reported the engineers, Forsgren, Perkins & Ass. were meeting with FW?QA Sept. 21 and were hoping to get a committment on sewer funding for the City of Chubbuck at this time. They are also programming a future land use layout which should help our zoning committee and also our sewer grant. They are going to submit a sub-division ordinance for the city. They feel much of our proposed water development will also qualify for 5Gi~ grant. Romriell commended Joe and Jordon for their work on the water line just installed. Parks - Mayor advised the council he had asked Kent Parrish, the Architect, to draw up a comprehensive plan for Stuart Park development. Parrish thought he could do this for about $200.00. The Council mentioned interest in an ice skating rink with cover~ basketball court~ etc. Future park development w~s discussed and the Mayor suggested we look into grants and loans for sa~e. Leslie explained a program of a non-profit organization to develop a swinm~ing po~l that we might consider. Romrieil suggested building a foot bridge across the canal from Stuart park to the Hawthorne and Neider Addition area. Ail councilmen were interested and favored this project. Parking - Don Frasure, Police Chief informed the councilmen that motorist are parking on the highway right-of-way on the east side of Yellows tone Ave. in the business area of Chubbuck. Frasure suggested painting a line and posting signs to the legal parking area. Leslie made a motion that a line be painted and signs be posted. Romriell seconded. Ail in favor. Leslie mentioned that this same problem of parking on the highway right-of-way is being done at the L.D.S. Church on the corner of Hawthorne Rd. and Quinn Rd. Frasure said he would issue warning tickets the next few weeks. Zoning - Thompson suggested going to Arlo Nelson of the Environmental Planning Group and ask for the projected report he promised the city. Leslie explained that this projected report was a part of Phase 2 in the Bannock County Planning Development and that this hasn't been funded yet. Water Rates & Meters - Thompson read letter Of complaint from Lyrm Weller quoting dates and gallons used on his meter. He also told of Charles Sanford's complaint of a $38.00 water bill. Easement on Neii Parkin residence was discussed. Suggestion was to move line if necessary to get legal shut off's and meters in if we can't get the easement. Fred Chase account discussed. Decision to send a letter and request payment of same. Meter installations were then discussed. Thompson made suggestion that we secure a bid proposal from at least one more company for meters and financing, that we accept a bid and go forward on the meter program. Also that more forms for concrete rings be ordered and as many rings be made as possible so that the meter installation can proceed. Ail councilmen were in favor of this. Mayor asked Thompson to secure additional bids. Motion to pay bills made by Romriell, seconded by Thompson. Recessed at lO:A5 until further notice if necessary. Ail in favor. City clerk P.S. - State Tax Commission meeting in Boise Thursday, Sept. 10, 1970. McDevitt would like to go and get the railroads valuation in so that we can get the tax revenue this year. Counci]men were in agreement that he go.
