Minutes of the Regular meeting of the Mayor and Council of the City of Chubbuck, held
in the City Office of the City of Chubbuck on April lA, 1970.
Present - Cotant, Leslie, Romriell, Taylor and Thompson.
Called to order - 8:00 P.M.
Minutes of the last regular and one recessed meeting then approved.
Trailer House Application - Letter from DeNeal Holt requesting permission to put a trailer
house on private property on Adams St. west of Lucky Ave on the north side of the road,
read by Mayor Cotant. After discussion the minutes of October 1969 were read by Cotant.
Holt is to get permission from all residents within 300 feet of where his trailer house
will set and this is to be attached to the letter of application and copy of the plat for
his proposed lot and location of his trailer. Council wants to study further the situation
on Adams and Lucky and they will meet at the City Office on Saturday morning, APril 18,
1970 at 7:00 A.M. to go over this area and see where future trailers could be spotted if
the situation arises.
Lena Hageman of Five Mile Inn was present a~d asked about the Sunday problems around the
bars in Chubbuck. Cotant suggested that it would be good for the Council and all the bar
owners to get together and discuss their problems. Chief Erasure said the bar owners have
been very cooperative and this past Sunday they did not have any problems around the bars.
Continental Life & Accident Co. - Frank Pardon was present and asked about group insurance
for the City Employees. The Council was not ready 'to discuss this yet and asked him to
leave his card so he could be contacted when they are ready for discussion on this matter.
Bids for gas tanks, gas and diesel fuel - Bids were opened by Cotant. Bids were as follows:
Standard Oil - Ethyl - 19.8; Reguiar-15.3 and Diesel Fuel 1L.1 per gallon.
American Oil - Ethyl - 22.5; Regular - 19.0 and Diesel Fuel 17.8 per gallon.
They did not state if they would furnish the tanks. Cotant is to check further into this.
Paradise Acres - Dean Lloyd of Mortgage Insurance presented a Plat for Paradise Acres
and this was studied by the Mayor and Co~mncil. A long discussion followed. They were in-
formed that the City will not pay the difference in the cost of pipe. It is up to the
developer to install all his own water line and the City would like at least an 8 inch
line to go down Siphon Road so it could tie in with our existing line at the corner of
Yellowstone and Siphon. This subdivision would also mean that the City would have to
put a bigger pump on ~ell No 3 and we would have to plan ahead for this as the money is
not available at pr esent. They do have restrictive covenants for this Plat. They should
refer it to the Zoning Commission for further study. Lloyd said they are in no big rush,
they just want to go in the right direction. Thompson stated that our main problem is
having adequate water supply for the City and that we need 2 or 3 months to study this Plat.
Robert Beckley - reported that in digging on his property on the south end of Sorreli Drive
he found a plastic water line leading to Lloyd Falkner's place is leaking. Council decided
this is not a city problem as it is on private property, however if the leak continues and
city water is being wasted then the City would have to cut off the line where it connects
to the city line.
Earl Romriell - reported that the State Hiway Dept. will paint the crosswalks in Chubbuck
next week if the weather is good. Crosswalks to be at following places-& ways at Intersection
of Yellowstone and Chubbuck Eoad, in fronIof Kennedy's, and in front of Parrish's.
City offices have been built and completed. Paved streets have been patched with plant mix~
Gravel streets have been bladed. Dog pens have been built in back of Quonset. Flat bed
trailer has been fixed and c~n now be used for moving pipe. Also he thinks the City should
reimburse Jordon Stuart for the dues he paid at Trade and Tech. School for a course he is
taking in welding. Thompson said to table this for now, but that he does think this should
be done.
Dennis Leslie - James Campbell of Hawthorne ~oad is another member of the Zoning Commission.
The Council decided to let the aoning Commission pick their own nights for meetings.
He then asked when did Chubbuck accept the Bannock Development Council as the planning
agency for the City? The answer was June 10, 1969. He then stated that we need a Capitol

Improvement Program projected for i0 years be adopted by the City. Each Department should
know the year, cost and description 6f theproject, as well as the method of financing.
The departments include Streets, Fire dept., Police dept., Water dept., Sewer dept. and
Parks & Recreation dept. All this information is needed for HUD on our Sewer project.
Ballif still has work to do on the Sewer Grant Application.
Paul Thompson - reported on water dept.. We need to replace some of our old lines, namely;
2200 ft of 8 inch line from Hiway Ave. to Chubbuck Road on Yellowstone. Cost 9,000.00.
Fire Hydrants - we need & more at the following locations - East Linden, West Linden,
South $orrell Drive and one between Alpine and Bonanza to be put on Haw%horne Road. We
need a meter on Well No 3 to see how much water we are pumping from that well. Storage
tanks need inside cleaning and painting. We could do one now and the other in the Fall.
We need a new pump on Well No 3. We need to replace the line from Hiway Ave. north to
Siphon and then go west on Siphon to Ha%,%horne. Ail with an 8 inch line. Cost 6,500.00.
We need a~ laborer plus Brennan and Stuart to do any of this work. We need to decrease
the meter rate and increase the flat rate. After discussion it was decided that the
number one project for this year would be to change the 2200 feet of line from Hiway
Ave. to Chubbuck Road on Yellowstone.
Curb & Gutter on Yellowstone - It was suggested that we write a letter to the Governor
and to C. Ed Flandro to see if this project could be moved up closer than the five
years the State Hiway Dept. Rays it will take to get Chubbuck on the waiting list.
Fire Dept. - Pay for the Volunteer Firemen was discussed. Cotant is to study this further
and talk with the Chief and see what figures they can come up with. ~11 agreed that they
should be compensated.
Clean-Up Campaign - Romriell suggested that each Council man take an area and supervise
it for the spring clean-up. This could even be broken down to streets and put one resident
in charge of each street and maybe the work can be done more effectively.
Motion to approve payment of bills made by Iiomriell, seconded by Leslie. Ail in favor.
Meeting recessed at 11:05 till further notice if necessary.

Continuation of Regular council m~.eting for April l&, 1970
The board continued discussing the following: For the present it was agreed to hold
Joe Brennan's salary at ~500.00 per month. This will be subject to further review
in the next.few days. A $25.00 per month salary increase for Arnold Stone was approved,6-1-70°
The council approved the purchase of the cab for the Back-hoe with all voting in favor.
Also the additional bucket for the Back-hoe.
The council approved the purchase of the dog control gun with councilman Thompson first
being opposed but all voting in favor.
The council approved the construction of the office addition with additional storage
above with all voting approval. The shop area was visited and the improvement noted
in general storage. A work bench is to be built as soon as Carl Hensley removes the
remainder of his items.
Some discussion was had concerning the city participating in construction of the under
pressure water irrigation system being constructed in the Country Acres addition.
Councilman Dennis Leslie pointed out the advantage to the city if this type of irrigation
is put in and also stated it would be extremely hard for these residents to pay for the
digging involved in this project. Some discussion was had by all members with the
final vote being in favor as follows: Thompson, yes; Romriell, yes; Leslie, yes; and
Taylor absent. It was also agreed that this group would reimburse the city $50.00 for

Continuation to April 18, 7:00 a.M.
The mayor and councilmen Taylor, Romriell and Leslie took a tour of the city and came
to the conclusion that the following recommendations should be made to the council.
That trailer homes on individual lots should be confined to Lucky Ave. for the present
time. Also Mingo Lane could be used for trailer homes as this street is nearly
100% trailers at the present.
Several conditions were noted in the city. 1. That a drive should be made to enforce
the junk car ordinance. 2. That the garbage ordinance should be enforced. 3. That
we should work with the county as soon as the county is available in repairing some
city streets.
Decided to accept the bid from Standard Oil for gasoline and diesel oil. The mayor
has discussed with Standard and a tentative agreement as to installation of tanks and
pumps has been agreed upon. This will be in the form of an agreement by the time of
the next city meeting. The city can possibly install the tanks and pumps with Standard
furnishing the same. The cost for this equipment installed is approximately $&O0 and
if the city does the installation we can receive $150 to $200 credit. The remaining
sum can be payed on a charge per gallon of gas used with the city ultimately owning
all equipment and Standard maintaining same.
Agreed by councilmen Taylor, Romrieli and Leslie to finish the entry way to the office
from the shop.
