Minutes of a Special Council Meeting held at the Chubbuck City Council Chambers, April 23",
2002.
Present: Mayor John O. Cotant, Attorney Thomas J. Holmes, Council members Leroy S. Quick,
Marvin C. Gunter, B. Kent Kearns, Public Works Director Steven M. Smart and City
Clerk Ron C. Conlin. Councilman Steven M. England was excused.
PURPOSE OF SPECIAL MEETING is to conduct a study session to discuss proposed f&.e
increases for Land Use Applications.
PROPOSED FEE INCREASES FOR LAND USE APPLICATIONS -
Mike Bird, American Heritage Builders was present to discuss the proposed fee increases
for Land Use Applications.
Mr. Bird said he agreed with a lot of the proposed fee increases, the problem is the fees
have not been increased for several years. Mr. Bird stated he is on a fee committee in the
City of Pocatello, the committee's mission was to analyze fees, then give a
recommendation to the Council. Mike Bird suggested a committee be formed in
Chubbuck to analyze the fees, then present a recommendation to the City Council, Mr.
Bird suggested the committee consist of two builders, two City Staff, a Land Use Member
and someone else, ( 6 individuals). Mr. Bird said he felt the proposed fees should come
from a committee the Builders Assn. is a part of.
Mr. Bird stated City of Pocatello has a formula to figure annual fee increases instead of
the City having to increase the fees all at once.
Mr. Bird discussed the proposed fees individually, Mr. Bird felt most of the fees proposed
are too high.
Mayor Cotant suggested Tom Nield be appointed to the committee.
Mayor Cotant suggested Larry Kohntopp be appointed Chairman of the Fee Committee.
Discussion about times the meetings will be conducted.
Council asked for a report from the Fee Committee June l ldr, 2002.
After discussion, Council decided to direct Mayor Cotant to appoint a committee to
analyze the fees for Land Use applications.

At 7:12 p.m., Councilman Gunter moved, Councilman Quick seconded with full council
approval to adjourn meeting.

EXECUTIVE SESSION MEETING
April 23rd, 2002
At 7:13 p.m., Councilman Quick moved to go into executive session meeting as authorized by
Idaho Code #67 -2345 (b) personnel matters, Councilman Kearns seconded. Roll Call
Vote: Quick, yes; England, absent; Gunter, yes; Kearns, yes.
Fire Department personnel discussion.
No action or final decision was made.
At 7:32 p.m., Councilman Quick moved, Councilman Kearns seconded with full council
approval to adjourn Executive Session Meeting.
