held in the City Office on March 10, 1970.
Present - Cotant, Leslie, Romrieil, Thompson and Taylor.
Called to order ~00 P.M.
Minutes of the last regular meeting then approved.
Public Hearing on Budget - No protest.
Dog Lease Law - Sever~l residents expressed favor for a leash law. Ordinance #9
was then read in full by Mayor Cotant. Mayor then asked the group if they would
agree to wait one month and give the City time to put present Ordinance into effect
and then this could be reviewed next month. This is a law enforcement problem.
We need to pick up all untagged dogs.
New Mobile Home Court - Wayne Rasmussen presented a plan to the Council for a Trailer
Court on the southeast corner of Hawthorne Road and West Siphon ~oad. Mayor and Council
requested that the plan be left here so the engineer could go over the plan and the
Council will consider this matter later, and act on it when more information is
available.
Water Rates - David Gold asked if any change was going to be made on water meter
rates. Thompson explained that we could not change our Ordinance until the situation
can be seriously reviewed and we are sure the change will be right for the city.
Country Acres - Francis Beck presented a letter to Mayor Cotant and council informing
them of a meeting to be held at the Chubbuck School on March 11, at 7:30 P.M., and an
invitation was made to the Mayor and Council to attend this meeting. Approximately
70 homes are wanting to secure a low pressure irrigation water system for their homes.
Bids on Equipment - Bids were then opened and were as follows:

Bids were then compared and studied by Mayor and Council. Motion was then made by
Taylor that we accept the bid of Equipment West of 6,SAa. O0 with both trade-ins,
seconded by Romriell. Roll call vote as follows: Thompson-yes, Taylor-yes, Leslie-yes,
and Romriell-yes. We should have delivery in about i0 days.
Painting Storage Tanks - The big tank was checked and 80% of the coating on the
inside has failed. The small tank was not checked. H. B. Boyd presented a bid for
painting both tanks as follows; Large Tank 2,305.00 and Small tank 1,610.O0. Council
decided to investigate this further. McDevitt said this will have to be done by
bids as the total price' is over 2,500.00 Mayor said this will need further discussion
before any action will be taken.
Ordinance #85 - Annual Appropriation Ordinance read in full by McDevitt. Motion
to suspend the rule of reading on three separate days made by Leslie, seconded by
Romriell. Roll call vote; Thompson-yes, Taylor-yes, Leslie-yes and Romriell-yes.

Buick Police Car - Frasure stated that the Buick is using oil. Council told him
to .stay with Hill Bros. Buick for repairs till they get it fixed. Mayor Cotant then
stated that he is in favor of the City getting their own tanks for gas and Thompson
and Romriell agreed with him. Motion then made by Thompson that the Mayor look
further into this matter, motion seconded by Romriell and all were in favor. Mayor
will report to Council on what can be done.
Railroad Law Suit - McDevitt reported that the hearing on this will be April 6, 1970.
Sewer Project - Leslie reported that they have set March 11, as the deadline to send
HUD the amended application. Also the application to the FWPCA is ready to be sent.
He also suggested that as soon as HUD receives our application we should contact our
Senators and Representatives in Washington, D.C. and ask for all the help they can
give us on this project. Leslie will work with the Mayor to compose a letter for
this.
Street Work - Romriell reported that Stuart has painted two trucks and identification
emblems are being installed on all city equipment. Mr. Grunerud of the State Highway
Department will have more to report on the Curb & Gutter for Yellows tone Ave. through
Chubbuck at a later date. They will also paint the crosswalks for Chubbuck where
they are needed, and we are to maintain them.
Sign Across Street - Mayor has made a~rangements for a canvas sign reading "Welcome
World Ch~pionship Cutter Races" to be placed across the steet in the center of
town. Sign to cost 1OO.00. Mayor has authorized this and all Council agreed with
him. Frasure stated that he will need help these two week-ends.
Police Dept. Uniforms - Discussion on allowance for Police Uniforms followed. Decision
was that 150.00 per year be allowed each officer for uniforms per year. Uniforms are
to be the property of the City and if an Officer should leave his employment the
uniform stays with the city. Ail Council agreed to this arrangement.
Franklin Briscoe Property - Briscoe presented a plan for future development. He was
informed that no more & inch lines can be installed, and that it is not feasible for
a 6 inch line to be taken off from a & inch line on Whitaker Road. This water line
problem will have to be settled before any tentative approval can be given on the
development.
Bills for the month presented to Council Motion to approve payment of bills made by
Leslie, seconded by Taylor. Ail in favor.
Dog Problem - Thompson suggested that we really get to work on this dog problem.
After a long discussion it was decided to push hard on this situation and issue
citations for harboring unlicensed dogs.
Hensley's Vacation Pay - McDevitt suggested that Mayor and Council present to Hensley
a letter to the effect of what they feel he has coming. If he does not accept this,
he can take what further action he cares to. Final decision was to make an honorable
offer and see if he will accept it. A letter from Carl Hensley was read in full by
the Mayor and is attached herewith these minutes.
Policy on Sick Leave and Vacation - Thompson suggested that we need to get an
Ordinance on this so the policy is the same for all City employees.
Police Phone - Leslie suggested that we contact the County Sherrif's Office and see
if we can negotiate and continue to get 2~ hour service from them on our Police
Calls. If need be we can pay the county for this service.
Zoning Commission - Thompson made a proposal that each councilman bring 2 names for
this commission to the next council meeting, and the council will decide which ones
to appoint to this commission.
Spring Clean-up Campaign - Mayor said this will get under way the end of March.
Youth of City - Frasure stated that he and Stone have plans to work with some of
the problem youths of the City by having meetings with them and try to keep them
out of trouble this way.
