held in the City Office of the City of Chubbuck on January 13, 1970.
Present - Henry, Hillman, Thompson and Taylor.
Absent - Bnchanan.
Called to order - 8:00 P. M.
Minutes of the last regular meeting then read and approved as read.
Mayor John O. Cotant Jr. and Councilmen W. Dennis Leslie, Earl L. Romriell and
Wayne G. Taylor then sworn into office by Clerk.
Election of President of the Council. Motion to appoint Paul Thompson as President
of the Council made by Taylor, seconded by Leslie. Ail in fmvor.
Mayor Cotant then gave a brief talk to all present, expressing his thanks to the
old Council and stating there would be no changes as the Council plans to move slowly.
Appointments made by Mayor Cotant as follows:

Fire Chief - Carl L. Hensley
Clerk & Treasurer - Geneva D. Valenty

Motion to accept all appointments of Mayor made by Romriell, seconded by Leslie.
Ail in favor. Mayor Cotant expressed that all positions in the City will be
reviewed, but all will remain the same at this time.
Mayor then reviewed minutes of the past year to clear up decisions on the follow-
ing subjects:
Signs at Yellowstone and Chubbuck - McDevitt reported on letter to Highway Dept.
Thompson stated that he had talked to John Valenty and Valenty will try to keep cars
parked in such a way as not to block view for traffic. Earl Romriell was appointed
to look into this matter and see if we can get that Stop and Go light reactivated.
Penta Prime and Chipping of Streets - Les Henry reported that weather conditions
and price changes prohibited the County or the City from giving a bid at this time.
Crosswalks at Yellowstone and Chubbuck for School Children - Cotant stated that
they would follow through on this matter.
Proposed Ordinance on declaring it unlawful to consume beer and liquor on the public
streets or in cars on parking lots read in full by McDevitt. This ordinance is to
be studied by the Council before any action will be taken.
Bannock Cable TV License - An Ordinance granting Bannock Cable TV Inc. a license
to construct, operate, and maintain a Coaxial Cable Subscriber System for Television
Signal distribution through the City of Chubbuck was read in full by McDevitt.
Motion to dispense with the rule that the said Ordinance be fully and distinctly
read upon three different days made by Leslie, seconded by Thompson. Roll Call Vote
dispensing the rules, Thompson-yes, Taylor-yes, Leslie-yes and Romriell-yes.
Motion for passage of Ordinance made by Leslie, seconded by Thompson. Roll Call
Vote for passage of Ordinance, Thompson-yes, Taylor-yes, Leslie-yes and Rontriell-yes.
Trailer House on Burley Drive - Ron Robson presented a letter of request for a
Temporary Permit for 12 months to live in a Mobile Home while he is constructing
a permanent residence. Letter is on file in City office. This permission had
been granted at a previous meeting.
Mobile Home off Yellowstone Ave. - Kay Campbell asked permission to park a Trailer
House for a permanent residence on private property at &963 Yellowstone Ave..
The Trailer House would be 300 feet back off Yellowstone. McDevitt stated that
the Trailer Ordinance would have to be studied first by the Council before they
could make any exceptions to it. The Council asked Campbell to make an official
application so they can study it.
Intermountain Gas Co. -Stan Day and Harold Cook explained their point of view on
extending the main gas line for 1 mile on East Chubbuck Rd. The feasibility of
this extension was explained by Cook. He stated that they would need 50 customers
to extend the line that far, however they did state that maybe 25 customers would
warrant running the line.
Greener Pastures - Dale Sisson complained about speeding on Lariat Lane and Sorrell
Drive. He stated that they need speed limit sig-n and Children at Play signs.
The County did have a 15 mph sign there, but that has been torn down. Cotant
stated that the Council would like to meet with the residents of Greener Pastures
and discuss their problems and this matter could be taken care of then. Mr, Sisson
also stated that dogs, running in packs were chasing animals in the area. He said
the dogs belonged to Gary Wright, Dean Carter and Leonard Williams. Thompson then
mentioned that sheep had been killed on E. Chubbuck Ed. by dogs. Hensley then said
that they have had numerous reports on dogs killing animals in the area. He said
he had informed the owners to shoot the dogs or lock them up and notify the owners
of the dog. Cotant suggested that the Council discuss the matter and see if they
can come up with an answer. We may need an Ordinance to help relieve this problem.
Country Acres Addition #3 - Fred Chase presented a Plat Plan for Targhee St.
Thompson said they should be encouraged to go ahead with this plan as it also
takes care of a drainage problem there too. Plan will be officially approved at
a later date.
Ice Skating Rink at Park - Cotant asked about feasibility of an Ice Skating Rink
at the City Park. Brennan said a proper bed would have to be prepared before the
City water would freeze hard enough for a rink.
First Aid Equipment for Police Cars - Hensley said they have had blankets in cars
before and they have been stolen and he sees no need for such equipment at this
time. The Council wi~think about this and consider the matter later.
Old Car Bodies - Cotant believes the present Ordinance is effective if carried
out, however there are still some areas of the City that need to be cleaned up.
Bills for the month presented to Mayor and Council. Motion to approve payment of
bills made by Romriell, seconded by Leslie. Ail in favor. Romriell questioned the
amount in detail on the bill for Jackson's. Thompson and Taylor suggested that in
the future they extend bids for products and services from more businesses and
only award bids to local businesses when they are within reason.
Hiring help for City - Romriell suggested that all hiring be approved by the Mayor.
This applies to all departments. Brennan asked what he should do in case of an
emergency in the water dept. Permission was granted to use his judgement in an
emergency.
