C ....b~ck, Present- Henry, Hillman, Buchan~., Thompson and Taylor. Called to order 2:~5 P.M. Minutes of last regular meeting then approved. Curfew Ordinance ~ 82 - ~ead in full by McDevitt. Motion 'to suspend the rules and vote on 0rdin~ce ~ 82 made hy HilLaan, seconded by Buchanan. P, oll call vote on suspension of rules- Hil~an-yes, Taylor-yes, ~ch~an-yes, Thompson-yes. Motion for passage of Ordin~ce ~ 82 made by Thompson, ~ccended by Hil~ Roll call vot~ for passage of Ordin~ce ~ 82, HilLman-yes, Taylor-yes, Buchanan-yes, Thompson-yes. Stua~ Easement- Thompson suggested a special meeting with Arnold Stuart to ~t this settled. Taylor suggested that we just wait it out. After discussion it was decided that we do nothing about any Lmprovements or ~y hook-ups on that water line without the Easement being signed, in lieu of the fact that ArnOld Stuart agreed in person' ~ the presence of Taylor, Hil~ mud Henry that he would sign the Easement. Complaint- Phil Lorch~r complained that }~-rtle's Place throws out their Drake ~d Trash onto his property ~d'that some of the Drake abuse his ten,ts. This usua~y happens in the lat~ afternoon and evening on S~day. HilLman suggested that the Police Dept. check this out. After discussion it was decided that this is a personal problem and the City cm~.ot act '~til a complaint has been signed. Street Lights- Hensley, Hil~an ~d Buchanan will work our the locations for these as soon as Hensley returns. City Gas & Oil- It was suggested that this be rotated by the month or every two months among all the Service Stations ~n the City. Buchanan said he was in favor of putting this up for bid ojce a year. Motion to put the Gas & Oil Products up for bid to the 5 Service Stations in the City w~s made by Thompson, seconded by Buchanan. Ail in favor. Barmcok Development Council- McDevitt explained the workings of the Council and stated that in order for Chubbuck to get any Grants they must belong to a Regional Plmnning Agency. Discussion followed in which it was stated that this is a continuation and updating of The Metropolitan Plan of 1961. Resolution to join the Bannock Development Council read in full by McDevitt. Motion to approve Passage of the Resolution made by Thompson, seconded by Hillman. Roll call vote- Hillman-yes, Buchanan-yes, Taylor-yes and Thompson-yes. Copy of Resolution is attached herewith to these minutes. We will have to get two city residents to work on committees of the Bannock Develooment Council. Suggested names were John Valenty, John Christofferson and Ro~ Neider. Burley L~ne Water Line- Thompson reported that this is still not settled and it may require a L I D. McDevitt then explained a L I D m~d how it works. Taxes- A possible drop in the le~y for this year was discussed, but it needs further study with the Auditor before any action can be taken. ELoper Bowmmn's Re~air Bill- After explanation by Brennan just what work was done all Council agreed that the bill was not out of line. Police Dept.- Thompson suggested that we need a second Police~n to held Shaw this summer if Hensley is going to be on Sick Leave for any length of time~ knd that we also need a report from Hensley's Doctor on the condition of his health and also will his health allow him to continue working as a Policeman. This is mn i~m~ediate need. Also should Hensley's salary be adjusted as he is not able to do any street work at the present t~ae. Ail Council agreed that Hensley be asked what his plans are -and what is best for him as well as what is best for the City. Motion to approve bills for month made by ~[ilLman, seconded by 2uchanan.
