West Quinn P~oad- Mayor Hen~-y stated that Pccatello is ~lannin~ on putting in a water line on W. Quinn ~oad and is wo,~d~r~.~ what this will do to our prooosed Sewer L~e. After discussion the decision was to check ~ ~ ~ .... Pocatello and what are their intentions, and also check with the Co~ty about ~y necessary easements we may need. Ail this infom~ation is to be in ~iting. Attorney is to take care of this ~atter. Full TLme l~n for Water Dept. & Building inspector - After discussion all agreed on hiring a full t~me man for $500.00 ~er month. This would be for a ~0 hour week and if he had to work overt~e then he' could take that time off the next day or whenever possible, however the Co~cil wants to discuss this further. Sewer Project- $700,000.00 is the overall est~ated cost. Actual cost to individuals is not figured yet. Ail agreed we need to ~ke a prel~ena~ application now. Police Car Bids - B~lock Motor, Pl~outh, $2,~1~.00. C Ed Flandro, Ford, $2,221.00. Che~o,~, Chevrolet, $~,99~.80 + ~O2.90 for tires, + ~7.00 for back seat belts. Decision was to let Hensley check out the bids ~d see if the meet specifications and we will award purchase to lowest bidder meeting the specifications. Ail bids are to be returned to the City Office. Bannock County Planning Commission- Edwin DeKay was oressnt and asked whD is going to help Chubbuck with their application for Sewer PrOject Grant, Eanncok County Planning & Zoning Commission or Bannock County Development Council? During the discussion following this question, the following matters were brought out. Pocatello of the Bannock County Development Council must have Chubbuck in with them before they can get their secondary treatment plant. Chubbuck Council are all o~ the opinion that we should go with Bannock County Planning Co~mission. We need a comprehensive plan by the county including land use maps. DeKay suggested that we see if Joel Abderson of Pocatello ~*ill work with us. FHA funds are available now. We could work through I S U and get a lot of the prelimina~ work done now at a minimum cost. The date on the application is very important as it determines how soon we could get a Grant. Curfew Ordinance # 31 - It was suggested that this Ordinance is outdated and we need to adopt a new Ordinance more in line with Pocatello. Ordinance # 31 was read in full by Thompson. After discussion it was decided to check with Attorney on the legality of existing Ordinance # 31, and possibly amend this Ordinance to correspond ~.;ith Focatello's hours. M~tter was tabled for the tLme being. Boy Scouts- 6 ooyScouts working on their merit badges for Citizenship were ~resent and tha~ked the Council for allowing them to attend. Fire Dept.- Rex Christensen asked for a complete recall of the appcintmant of Hensley as Fire Chief at the last meeting. He tried to explain the work of the Dept. of the past year. When asked by the Council about the Service, he stated that the men ~;ork as a service to the Community and not as a service to an inc!ividual. Buchanan stated that the Fire Dept. cannot be taken out of the hands of the City C~uncil. Hen~ explained the conditions of the Fire Dept. of the past year and also stated that he did not get cooperation when he asked for complete reaords of t~e Dept.. Christensen then asked for an investigation and reasons for the appointment of ~ensley. Hensle~ then stated that Christensen had told hLm that if ?e (CH~istensen) was not elected Chief all the crew would leave. Hen~y stated that he asked for the books last November and did not receive them until the end of January. He read them and could not understand them. C~nrms~ansen then stated that minutes of meeti~gs were not kept due to friction within the Deut. Council discussed this further but no decision was made, and Hensley is still Fire ~Chief as far as the 'Council is concerned. Water Ordinance # 78- A conflict exists between sections ~5 and 57. Henry read both sectic~ns in full. After ~cussion it was decided that the intent of the Council was that if an individual requests a meter, they must way for it. Taylor stated that we do not repay for meters. ~ Bills for the mon~th presented to Council. ~otion to approve pa~ent of bills made by Hillman, seconded by Buchanan. All in favor. Financial report for past month presented to Council. Meeting recessed ~t ~0:00 P.M. till further notice if necessary., however in the meantime the Mayor and all Council will meet at Ballif's office on February 25th, to go over the Sewer Project Plans and later to discuss hiring of a full time man. City Clerk
