HomeMy WebLinkAbout05 14 1968 CMMinutes of the Regular Meeting of the Mayor and Council of the City of Chubbuck, held in the Municipal Building of the City of Chubbuck on ~y ld, 1968. Present- Henry, Buchan~an, Thompson, Taylor and McDevitt. Absent- Hillman Called to order 8:0~ P.M. Minutes of the last regular and one recessed meeting then read and approved as read. Sale of Fireworks- Bishop Hale of the 31st Ward requested permission to sell safe and sound fireworks from June 28 to July &, 1968 at the corner of Quinn Road and Pole Line Road. Council all agreed to grant them a permit for this with the provision they carry their own insurance. Motion to grant this permit made by Buchanan, seconded by Thompso~ All in favor. Boyd Street Improvement- Allen i~rtin asked for the best way to get this street improved Council advised hLm to get signatures of all residents agreeing to the improvement. City will pay for the survey and the residents will pay for the rest of the entire project. W. Quinn Road Water Line- Telmar Seibert asked how to get City water to 7 houses on W. Quinn Road. Council advised him that if he and the other residents want to put in the water line, the City will ~intain the line. They should check with Pocatello first as there is no need to run water lines down both sides of that Street. Thospson stated that this matter needs more study by the City and a check with the ho~.Le owners to see how interested they really are. We need to check about legal arrangements with Pocatello, in case the water could be obtained from them. Evan's Lane- Gilbert Howell stated there is no main water line on that lane and therefor no fire hydrants. This is the same situation as exists on Burley Drive. This project needs research. City will cooperate with residents on a proper line if they are willing to pay Sheir share. Stuart Plat for Trailer Park- Arnold Stuart presented a Plat for study by the Couhcil. The Park would be off Yellowstone Ave. onto James Street. He had a petition with signature~ of a~l but 2 residents within the 300 ft. radius of the ParS., approving of Park. Council decision was to have Engineer check on all legal owners names, and the Council will have no objection to the Park if it conforms with Ordinance # 5~. Building Permits Report presented by Kent J Parrish- Discussion on Building Permits followed this report. Decision was that all houses started after January 5, 1968 with a previous committment with the County do not need a City Permit. All others do require a City Permit. Motion was made by Buchanan that Mayor ~enry write a letter to Idaho Power Co stating that all Electrical Permits be handled through Chubbuck, with the Inspection to be done by the State. Motion seconded by Thompson. All in favor. Greener Pastures- Long discussion between Attorney Caldwell and the Council. Caldwell explained why they think the City should reconsider this annexation, as it is not symmetrical with the City . Mayor Henry stated that this matter would be discussed when our City Attorney was present. There was no decision on the matter at this time. McDevitt arrived during this discussion and explained the City's position. Thompson then explained the new proposed Water Ordinance. Longer discussions followed, but no action was taken at this time. Volunteer Fire Dept.- Christensen asked permission to move a building on Evan's Lane so the Fire Dept. can burn another building at the same location. They need to burn this building for Fire Practice. They have written permission from the owners to burn the Building. Thompson stated that they also need exemption from the owner from any liability for damage. They are to check with the City Attorney for all legal aspects of this matter. Fire School in Caldwell, Idaho - Council decided that one fireman could be sent to this school. Expenses to come out of the Fire Dept. fund. Council sets the gene~&l polocies for the Fire Dept, and then the Fire Dept. has to handle all their own problems. Well No 3 Payment Due this May- Motion to make payment after McDevitt checks all bills due against this project, made by Taylor, seconded by Buchanan. All in favor. McDevitt will let Clerk know just who and what mnounts the checks are to be made for. Bills for the month presented to Council. Motion to approve pa~nent of bills n~de by Buchanan, seconded by Tho~®son. Ail in favor. Pmnp Insurance- Council decided to make an agreement with Dyke's E~ectric to take care of the pmnps and not carry anymore Insurance on them. This aFrangement can be made on a retainer fee basis. Petroleum Products Used By City- Council decided to put this up for bids with the major Service Stations in the City. Hensley objected. Motion to appoint a Council member to call for competitive bids on gas made by Buchanan, seconded by Thompson. All in favor. Mayor Henry appointed Buchanan to call for these bids. Lawn Mower for Park- Nothing has been done about this yet. Street Lights- A Street Light has been requested for South Lucky Ave. Council decision was for this matter to be brought into the Planning Commission for further study. Wa~er Problem- Residents on the hill on East Chubbuck Road do not have water in the afternoons. This might be remedied by more storage facilities. After discussion it was decided to study this further and get a good general survey of our entire water system. Burley Drive Water Line- All easements are not signed yet. Fire Dept. Alarm System with Phone ~.- Motion to accept proposal of Phone Co. for installation of this phone system made by Thompson, seconded by Taylor. All in favor. This proposal is expalined in Minutes Book d, page 15. Uniform Building Code- Henry wants McDevitt to check and see if we adopted it with the amendments. If we did we are all right. If not, then we need to amend it. We need all the safety codes. As for the Plm~bing Code, the Idaho Code is better for this area than the ~ational Plumbing Code. Proposed Planning Commission- Motion to accept the Proposed Planning Commission as stated made by Thompson, seconded by Buchanan. Ail in favor. Mcbevitt will now put this in an Ordinance form and will be passed at the next meeting. City Office Building- Buchanan is still checking on it. Delinquent Water Accounts- We are getting results, but Thompson stated that all must be shut off that are 90 days past due. Police School- Council all agreed to send ?a~ Shaw to this School at I S U in June. Water Ordinance- This is to be given to McDevitt for rewriting. Debris from Country Acres- Hensley ~as talked to Fred Chase about this, and it will be taken care of. Speed Zones- F Briscoe ~$~ ~c~u~stad 25 ~H speed zone for Whitaker Road. ~o action.
