HomeMy WebLinkAbout04 08 1968 CM19 Minutes of the Regular Meeting of the Mayor and Council of the City of Chubbuck held in the Municipal Building of the City of Chubbuck on April 8, 7968. Present- Henry, Hillman, Thompson, Buchanan and McDevitt. Called toorder 8:05 P.M. Minutes of the last regular and one recessed meeting then read and approved as read. Overnight Trailer Campsite- Noel Brenneman requested a permit for construction of a United Camp Grounds for overnight Tourist Trailers. Skip Goddard explained the use of such camp grounds. Council wants to know what services the City would be required to furnish. Ordinance # 52, Trailer Ordinance, was explained by McDevitt. Council advised Brenneman to submit his Plat to the Clerk, who will send it to McDevitt for further study and consultation with the City Engineer. Idaho Power Co.- John Auger explained the Electric Service Agreement for Well No 3, which they had with t~e Northside Water Corp. It stated a minimum guarenteed charge per year. We are already paying more than the minimum charge per year. This Well is on the same rate as the other 2 wells in the City. Before signing any agreement or continuation of the same agreement Thompson is to check this out and a decision will be made at the next meeting. New Houses Outside City Limits- Jay Grayson and Eugene Pickens were prasent and stated they are building houses facing Hawthorne Road, but the houses are outside the City Limits and they would like City water as the Main Line runs right in front of their property. After discussion, Grayson and Pickens both agreed to pay the ~ost of the hook-up plus the cost of the meter. Council agreed to allow these two hook-ups. Thonpson then asked if they would object to annexation to the City in the future and they answered they would not object. In the future all hook-ups outside the City Limits will be handled on an individual basis until such time as the Water Ordinance is revised. Neider Addition Water Line- Buchanan asked Brennan why he went ahead with installing the water line in the Neider Addition without any authorization from the Council to lay that line. The Council needs an understanding with Neider on this condition. Brennan stated that he thought this was just an extension of existing streets and water lines.Council then stated that the City should have inspection of all water lines as they are laid in the City. Buchanan is to l~ok into this and check it out. Ahy city water lines to be laid are to be inspected by Hensley. Neider project is to be stopped before it has to be redone. Beautification Program of State Hiway Dept.- Chubbuck Interchange. Hillman stated that the State Hiwa~ Dept. wants an answer on whether Chubbuck will ~a~ltain this project if the State puts it in. They would like an answer by the May meeting of the Council. McDevitt explained that this needs a Court Decision on the responsibility of the cost of maintaining State Hiway Projects of Beautification, as Boise is having the same problem now, on deciding who is responsible, for a~l this cost. Bills for the month presented to Council. Motion to approve payment made by Henry, seconded by Buchanan. All in favor. Financial report for past month presented to Council.. Broken Water Line at Greener Pastures- Brennan is to open that in the MorAing and see about fixing it. Wasting City Water- Hensley stated that in the summer Lorcher, Allen, and Zullo use city water to irrigate pastures and large gardens. The new water Ordinance will t~ke care of this matter. Well No 3 Drilling Log- McDevitt gave a copy of this Log to the Clerk who will file it with the underground water permit for well Ko 3. 21 New Truck for Street Dept.- Hensley reported that the Truck will be ready for delivery in another day or two as they did not have all the tires for it today when they wanted the City to take delivery of it. Council asked how should it be paid for. Decision was to pay $2,500.00 now and the abalance a year from now on a Lease-Purchase Agreement with the Bank. Thonpson suggested that they see if the Garage will put the City of Chubbuck in l~t~rs on the Truck. As for the old truck, it is to be put up for bids. Other Road Equipment- Buchanan stated that we should look good before we acquire any road equipment. We need to know all possible uses for any future equipment. This will be discussed further on April 13, Then the Council gets together and goes over the City to see just what problems exist. Mayor ~epalcement- Thompson said this problem should be faced now and made a motion to nominate Henry as l~yor. Motion seconded by Buchanan. Roll Call Vote- Thompson- yes, Buchanan-yes, Henry-No, and Hillman-yes. Motion carried. ~v~yor Henry sworn into office by Clerk. Councilman Replacement- Mayor henry appointed Wayne Taylor to the Council and all Council agreed to the appointment. Taylor was called and as soon as he arrived was mworn into office by Clerk. Committees for Planning and Zoning are to be appointed at the recessed meeting to be held on April 23, 1968. Meeting recessed at 10:15 P.M. till April 23, 1968 at 8:00 P.M. City C~erk ~
