Council Meeting Minutes

CALL TO ORDER: Mayor Burch
PLEDGE ALLEGIANCE TO THE FLAG: Mayor Burch
COUNCIL PRESENT: Melanie Evans, Norman Reece, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Rodney Burch, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Development Services Manager Sean Harris, Police Chief Nick
Sasser, Human Resource Director Scott Gummersall, Municipal Services Director Kami Berger,
Fire Chief Chas Clark, City Treasurer Eric Jablonski, and City Clerk Joey Bowers.
Mayor Burch excused Councilmember Roger Hernandez from the meeting.
APPROVAL OF MINUTES: October 7, 2026.
Councilmember Evans motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roll Call: Evans -yes, Reece -yes, Heiner -yes, motion passed.
PROCLAMATIONS:
1. Extra Mile Day
Mayor Rodney Burch read aloud a proclamation.
GENERAL BUSINESS:
1. The Swearing in of Chubbuck Police Officers.
Chief Nick Sasser swore in Officer Huttinger and Officer Jolley.
2. Approval of the Replat of Lot 1, Block 4 Cascade Falls at Harvest Springs Div. 1 Short
Plat and the findings, facts and conclusions of law.
(Council will discuss the application and if it meets City code).
Applicant Ryan Satterfield presented a 5 lot short plat for 5 commercial building lots.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and does appear to meet all the standards of Titles 16, 17 and 18
of City Code, as presented with conditions.
Councilmember Heiner motioned for approval of the Replat of Lot 1, Block 4 Cascade Falls at
Harvest Springs Div. 1 Short Plat and the findings, facts and conclusions of law as presented
with conditions. Councilmember Evans seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Evans -yes, motion passed.
CLAIMS:
1. City of Chubbuck claims for October 21, 2026 as presented to Mayor Burch and
Council.
Councilmember Reece motioned to approve the City of Chubbuck Claims as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Heiner -yes, Evans -yes, Reece -yes, motion passed.
GENERAL ANNOUNCEMENTS:
1. Mayor Report: the Mayor may review non -actionable topics not already on the
agenda that should be brought to the Council's attention, if any.
