CALL TO ORDER: Mayor Burch
COUNCIL PRESENT: Melanie Evans, Dan Heiner, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Rodney Burch, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Municipal Services Director Kami Berger, Planning Manager Don
Matson, Police Chief Nick Sasser, Human Resource Director Scott Gummersall, City
Accountant Dan Christensen, City Treasurer Eric Jablonski, and City Clerk Joey Bowers.
Mayor Burch excused Councilmember Norman Reece from the meeting.
GENERAL BUSINESS:
1. Presentation from Portneuf Valley Development (PDC).
Executive Director Gynii Gilliam gave an update on what the Portneuf Valley
Development (PDC) had been doing to promote economic development for the region
and for the City of Chubbuck.
2. FY25 Audit Review.
City Treasurer Eric Jablonski and City Accountant Dan Christensen went through the
FY25 audited financial report.

STAFF MEMBERS PRESENT: Mayor Rodney Burch, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Municipal Services Director Kami Berger, Human Resource Director
Scott Gummersall, City Treasurer Eric Jablonski, and City Clerk Joey Bowers.
DISCLOSURES OR CONFLICTS OF INTEREST ON ANY AGENDA ITEMS: None were reported.
APPROVAL OF MINUTES: September 16, 2026.
Councilmember Heiner motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Reece seconded motion for approval of minutes.
Roll Call: Reece -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
CLAIMS:
1. City of Chubbuck claims for October 7, 2026 as presented to Mayor Burch and
Council.
Councilmember Reece motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Reece -yes, motion passed.
GENERAL BUSINESS:
1. Approval to Appoint Greg Meade to the Chubbuck Development Authority.
(The council will discuss an appointment to the CDA Board).
Mayor Burch presented Greg Meade to serve on the Chubbuck Development
Authority.
Councilmember Evans motioned to approve the appointment of Greg Meade to serve on the
Chubbuck Development Authority. Councilmember Hernandez seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
2. Review the Idaho State University Bengal Community Partnership Agreement and
possibly authorize the Mayor to enter into an agreement.
Mayor Rodney Burch and Idaho State University (ISU) President Robert Wagner
presented a Bengal Community Partnership Agreement, making a historic commitment to
lasting partnership, regional growth, and shared success.
Councilmember Heiner motioned to authorize the Mayor to enter into an agreement with Idaho
State University. Councilmember Hernandez seconded motion for approval.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, Evans -yes, motion passed.
GENERAL ANNOUNCEMENTS:
1. Mayor Report: the Mayor may review non -actionable topics not already on the
agenda that should be brought to the Council's attention, if any.

3. Notice of Quorum: Following the adjournment of the council meeting a quorum of
the City Council and Mayor was present at a meet and greet with Idaho State
University (ISU).
