CHUBBUCK 1 0 A H 0 Memo Public Works Department Planning Services 290 E Linden Avenue, Chubbuck, ID 83202 Phone 208.239.3252 dmatson@cityofchubbuck.us TO: Honorable Mayor and Chubbuck City Council FROM: Don Matson, Planning Services Manager DATE: September 16, 2026 RE: An application for annexation of approximately 37.6 acres west of Yellowstone Avenue and north of Bringhurst Street and Noah Street in Bannock County, ID; and placing 33.4 acres into the Limited Residential P (R -2P) zone, and 4.3 acres into the General Commercial (C-2) zone. The application will be reviewed against criteria in section 18.28.060.G and 18.28.050.13 of city code. (Action Item) SUMMARY: The City Council unanimously approved this annexation and initial zoning application on May 7, 2025. The motion included the following conditions: • the sliver parcel for an irrigation ditch is acquired by the applicant, • the property has been divided to separate the Commercial properties from the Residential area, and • the zoning designation will not take effect until the annexation is complete. The applicant has received quiet title of the ditch parcel and filed a Record of Survey to separate the Commercial area from the Residential zone. Due to the passage of time since the original action, the application is before you for review and approval. The acreage and boundaries of the initial approval have not changed. RECOMMENDATION: Staff recommends approval of the attached ordinance and the Findings of Fact and Conclusions of Law, approving the annexation and zoning of the property as presented: • the sliver parcel for the irrigation ditch has been acquired by the applicant — quiet title attached to this memo, and • the property has been divided to separate the commercial property from the residential area to accommodate the approved zoning designations — Record of Survey attached to the draft ordinance.
