CALL TO ORDER: Mayor Burch
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Reece
COUNCIL PRESENT: Norman Reece, Roger Hernandez, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Rodney Burch, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Development Services Manager Sean Harris, Police Chief Nick
Sasser, Human Resource Director Scott Gummersall, Municipal Services Director Kami Berger,
Fire Chief Chas Clark, City Treasurer Eric Jablonski, and City Clerk Joey Bowers.
Mayor Burch excused Councilmember Dan Heiner from the meeting.
DISCLOSURES OR CONFLICTS OF INTEREST ON ANY AGENDA ITEMS: None were reported
APPROVAL OF MINUTES: August 12, 2026.
Councilmember Reece motioned for approval of the Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Reece -yes, Hernandez -yes, Evans -absent, motion passed.
GENERAL BUSINESS:
1. Approval of the Reflection Ridge Div. 2 Final Plat and the findings, facts and conclusions
of law. (Council will discuss the application and if it meets City code).
TJ Togiai from Sunrise Engineering represented the applicant. Togiai presented a 39
lot preliminary plat for 34 residential townhome building lots, 4 single family residential
building lots, and 1 common open space lot.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and does appear to meet all the standards of Titles 16, 17 and 18
of City Code, as presented with conditions.
Councilmember Evans motioned for approval of the Reflection Ridge Div. 2 Final Plat and the
findings, facts and conclusions of law as presented with conditions.
Councilmember Hernandez seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Reece -yes, motion passed
2. Discussion and Possible Adoption of Ordinance 889 Appropriations for FY2027.
(Council will discuss the possible adoption of a budget for FY27).
Councilmember Reece motioned for the waiver of three readings, including the reading of one
time in full for Ordinance 889.
Councilmember Evans seconded motion for waiver.
Roll Call: Hernandez -yes, Reece -yes, Evans -yes, motion passed
Councilmember Hernandez motioned for adoption of Ordinance 889 Appropriations for FY27 as
presented. Councilmember Reece seconded motion for adoption.
Roll Call: Reece -yes, Evans -yes, Hernandez -yes, motion passed
Discussion and Possible Adoption of Resolution 2026-08 City Fees.
(Council will discuss all public and department fees for the City).
Councilmember Hernandez motioned for adoption of Resolution 2026-08 as presented.
Councilmember Reece seconded motion for adoption.
Roll Call: Evans -yes, Hernandez -yes, Reece -yes, motion passed
4. Approval of Renewal of Annual Appropriation Certificates of Participation Series 2019.
(Council will discuss the renewal of the annual appropriation lease certificates of participation series
2019).
Mayor Rodney Burch presented a renewal of the annual certificates of participation
series 2019. Burch stated that these certificates are the funding resource for the City Hall,
Police Station remodel, and the new Animal Control Facility; these certificates will need
to be renewed on an annual basis.
Councilmember Evans motioned for the renewal of the annual appropriation certificates of
participation series 2019.
Councilmember Hernandez seconded motion for renewal.
Roll Call: Hernandez -yes, Reece -yes, Evans -yes, motion passed
5. Approval of Items for Auction or Disposal.
(Council will discuss City property for auction or disposal).
Councilmember Reece motioned for approval of items for disposal.
Councilmember Hernandez seconded motion for approval.
Roll Call: Reece -yes, Evans -yes, Hernandez -yes, motion passed
6. Review Resolution 2023 -03 -Providing Water & Sewer Outside of City Limits.
This item of business was discussed at the August 19, 2026, Council Study Session.
CLAIMS:
1. City of Chubbuck claims for August 19, 2026 as presented to Mayor Burch and
Council.
Councilmember Evans motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Reece -yes, motion passed
GENERAL ANNOUNCEMENTS:
1. Mayor Report: the Mayor may review non -actionable topics not already on the
agenda that should be brought to the Council's attention, if any.
The Mayor didn't have anything to report.

the agenda that should be brought to the Council's attention, if any.
