Memo

Re: Disposal of Asphalt Millings
Over the last few years, the Street Department has obtained and stockpiled asphalt millings that were
generated from our mill and pave projects as shown in the photo on the following page. We have used
the millings to create a driving surface at the Public Works Yard and have added them to the gravel
parking lot at Cotant Park. In addition, we have screened the millings to create a stockpile to be used for
future needs. However, there are additional millings that are surplus that we do not have a use for. In
order for the City to dispose of them ourselves, there would be a cost to load transport them to a gravel
pit for disposal. As an alternative, we reached out to Bannock County Road and Bridge Department to
determine if they would be interested in utilizing them. Bannock County does have a use for the millings
and is willing to load and haul them off at their cost.
I am requesting Council to approve the disposal of the asphalt millings that we have determined are
surplus and of no value to the City and to donate them to Bannock County. I believe this approach is in
the best interests of the City as it will remove the excess material with no added burden to the City.
Sincerely,
Bridger Morrison, P.E.
