Council Meeting Minutes
August 12, 2026
6:00 PM
City Hall Council Chambers

PLEDGE ALLEGIANCE TO THE FLAG: City Attorney Ryan Lewis
COUNCIL PRESENT: Norman Reece, Dan Heiner, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Rodney Burch, City Attorney Ryan Lewis, Human Resource
Director Scott Gummersall, Municipal Services Director Kami Berger, Fire Chief Chas Clark,
City Treasurer Eric Jablonski, and City Clerk Joey Bowers.
Mayor Burch excused Councilmember Melanie Evans from the meeting.
APPROVAL OF MINUTES: July 15, 2026.
Councilmember Heiner motioned for approval of the Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
PUBLIC HEARING
1. A proposed budget for the fiscal year 2027 from October 1, 2026, to September 30, 2027,
and the consideration of the proposed use or reserve of forgone property taxes pursuant to
Idaho code 50-1002.
City Treasurer Eric Jablonski presented a proposed tentative budget for FY27, and
reviewed the budget schedule; which included presentations and discussions on:
policies/goals, estimated general fund revenue and human resource expenses, budget
presentations by departments, special meetings, and incorporated feedback from the
Council.
Mayor Burch declared the public hearing open for public comment.
Resident Boyd Byrd, was In Favor. Mr. Byrd went over the proposed budget and
thanked City Staff for their open door policy and always being willing to answer his
questions. Mr. Byrd felt like the City of Chubbuck does a great job providing services to
the residents.
Due to no more public comment Mayor Burch closed the public hearing.
2. Proposed fiscal year 2027 City Fees from October 1, 2026, to September 30, 2027.
Consideration of proposed fee increases and new fees affecting selected annual fee
revenue collections, pursuant to Idaho Code § 63-1311A.
City Clerk Joey Bowers went over the proposed changes for FY27.
Mayor Burch declared the public hearing open for public comment.
Resident Boyd Byrd, was In Favor of the proposed changes.
Due to no more public comment Mayor Burch closed the public hearing.
GENERAL ANNOUNCEMENTS:
1. Mayor Report: the Mayor may review non -actionable topics not already on the
agenda that should be brought to the Council's attention, if any.
Discussion topics included the Parade of Homes.
2. Council Report: Councilmembers may review non -actionable topics not already on
the agenda that should be brought to the Council's attention, if any.
The Council didn't have anything to report.
ADJOURN: Mayor Rodney Burch adjourned at 6:28.
