COUNCIL MEETING MINUTES
July 17"', 2007
Minutes of a Special Meeting held at the Chubbuck City Council Chambers Chubbuck, July 17`h,
2007.
Present: Mayor Steven M. England, Council members Leroy S. Quick, Kent Kearns, Dennis
Stoddard, Richard Morgan, Attorney Thomas J. Holmes, Public Works Director Steven
M. Smart and City Clerk Ron C. Conlin.
PLEDGE ALLEGIANCE TO THE FLAG was led by Councilman Richard Morgan.
APPROVAL OF MINUTES -Mayor England asked for corrections and additions to the Special
Meeting Minutes of June 26t1i, 2007 and Regular Meeting Minutes of June 26"', 2007.
Councilman Kearns moved to approve the Special Meeting Minutes of June 26"', 2007
and Regular Meeting Minutes of June 26th, 2007 with the following correction; Page 113,
there are two Mark Edwards recommended for the lighting ordinance committee, one
Mark Edwards is a Pocatello High Teacher and the other is a Chubbuck Resident,
Councilman Morgan seconded. All council members voted in favor of motion.
APPEAL OF DENIAL -BEHAVIOR OR MENTAL HEALTH TREATMENT BUSINESS
LICENSE FOR MELISSA SYRIA -Police Chief Randy Severe explained the reason the Police
Department denied a behavior or mental health treatment license to Melissa Syria.
PC Severe stated Melissa Syria's record has been clean for nine years, Chubbuck City
Code requires the applicant be clean for ten years.
Melissa Syria presented two letters of recommendation from a Travis Smith, Center
Counseling PSR and William McKee, Center Counseling LCPC.
Melissa Syria explained what happen and asked she be granted a business license for a
behavior mental health treatment business license.
Councilman Stoddard moved to accept the appeal and grant a behavior or mental health
treatment business license to Melissa Syria,. Councilman Quick seconded. All council
members voted in favor of motion.
ACCEPTANCE OF OFFER OF DEDICATION -SUNRISE EAST ESTATES - PWD Smart
recommended the City accept the Offer of Dedication for Sunrise East Estates.
Councilman Kearns moved to authorize Mayor England to accept the Offer of Dedication
for Sunrise East. Estates as presented, Councilman Morgan seconded. All council
members voted in favor of motion.

ORDINANCE -Amending Section 8.08.040 of the Chubbuck Municipal Code require all
application for a fireworks permit to be submitted no later than May 15th
Attorney Holmes read ordinance by title only for the first reading.
Council tabled the ordinance until the July 24"', 2007 Council Meeting.
CLAIMS -Computer print-out claims presented to Mayor England and Council.
Councilman Morgan moved to approve the computer print-out claims as presented,
Councilman Kearns seconded. All council members voted in favor of motion.
David Allen, Pocatello Airport Manager introduced himself.
At 8:00 p.m, Councilman Morgan moved, Councilman Stoddard seconded, with full council
approval to adjourn meeting.

for the past year. While supervising her work as a Psychosocial Rehabilitation Specialist
I have known. Melissa to be responsible. and professional in her duties.
Melissa has consistently demonstrated compassion for those she works with and that
compassion. is reflected in her client's progress. Melissa has been a reliable employee
and maintains a high level of professionalism.
As a person I know Melissa to be honest and trustworthy and support with my full faith
and confidence.

Melissa has been emplt~yed as a PSR worker at our agency since July of 2006. We have
been very pleased with her performance.
We have found her to lpe very dependable, reporting for work on time, and keeping her
appointments with clients. Melissa is also very ethical with her clients, including
maintaining a high level of confidentiality.
Melissa has proven do be very effective in working with her clients. She has been able to
help them set higher standards and reach those goals. There has never been a complaint
filed against her .for. and reason from her clients. She is well liked and respected by both
clients and co-worker
