CALL TO ORDER: Mayor Burch
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Heiner
COUNCIL PRESENT: Roger Hernandez, Norman Reece, Dan Heiner, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Rodney Burch, Public Works Director Bridger Morrison,
Development Services Manager Sean Harris, Police Chief Nick Sasser, Fire Chief Chas Clark,
Human Resource Director Scott Gummersall, City Treasurer Eric Jablonski, and City Clerk Joey
Bowers.
DISCLOSURES OR CONFLICTS OF INTEREST ON ANY AGENDA ITEMS: None were reported
APPROVAL OF MINUTES: June 17, 2026.
Councilmember Heiner motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, Evans -yes, motion passed.
GENERAL BUSINESS:
Adopt Tentative Budget for Fiscal Year 2027.
(Council will discuss the adoption of a tentative budget for 2027).
Councilmember Heiner motioned for approval of the preliminary tentative budget.
Councilmember Hernandez seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
2. Approval of the Brood Subdivision Short Plat and the findings, facts and conclusions of
law. (Council will discuss the application and if it meets City code).
Chris Adams from Creek Hollow & Associates represented the applicant. Mr. Adams
presented a 1 lot short plat for 1 commercial building lot.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and does appear to meet all the standards of Titles 16, 17 and 18
of City Code, as presented.
Councilmember Hernandez motioned for approval of the Brood Subdivision Short Plat and the
findings, facts and conclusions of law as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Reece -yes, motion passed.
3. Notice of Quorum: The City Council was present at the America's 250th Anniversary
Event at 6:OOp.m located at Chubbuck City Hall.
CLAIMS:
1. City of Chubbuck claims for July 1, 2026 as presented to Mayor Burch and Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
GENERAL ANNOUNCEMENTS:
1. Mayor Report: the Mayor may review non -actionable topics not already on the
agenda that should be brought to the Council's attention, if any.
The Mayor didn't have anything to report.
2. Council Report: Councilmembers may review non -actionable topics not already on
the agenda that should be brought to the Council's attention, if any.
The Council didn't have anything to report.
