Linden, Chubbuck, ID 83202 208.237.2430 — 208.239.3252 www.CityofChubbuck.us To: Honorable Mayor and Chubbuck City Council From: Don Matson, Planning Services Manager Date: June 3, 2026 Re: An application for annexation of approximately 3 acres of land into the City of Chubbuck, located at the southwest corner of Philbin Rd and Deckyr Dr. The application will be reviewed against criteria in section 18.28.060.G of city code. (Action Item) SUMMARY DESCRIPTION. The City has received an application for annexation of approximately 3 acres of land located at the southwest corner of Philbin Rd and Deckyr Dr, and designating the zoning as Limited Residential (R-2). FINDINGS. After reviewing the application, staff finds that it meets the description and requirements for an Annexation with Consent. • It is an enclave within the City boundary and within the Urban Service Boundary. • Utilities are available in both Philbin Rd and Deckyr Dr. • The owner has consented to the annexation. • Development of the site may help fill a gap for additional housing in the City. • The Land Use and Development Commission has recommended a zoning district for the subject property (approval of the zoning district is a separate item on this agenda). o The recommended zoning district is Limited Residential (R-2). • The Comprehensive Plan Future Land Use map designates this area as Mixed Use. o The R-2 zone supports the Comprehensive Plan mixed land use. o The boundary between land use areas on the map are not intended to be rigid, but adaptable regarding property lines, aiding in Chubbuck's development compliant with the Comprehensive Plan. RECOMMENDATION: Staff recommends approval of annexation of the property and designating the zoning as Limited Residential (R-2). PZ 26-007 Annexation FACTS BACKGROUND: The property has been an enclave since 2007, following the annexations of lands to the east and south (2006) and the Gryffin Hollow subdivision to the west (2007). This map will be sent to the State Tax Commission immediately following the annexation approval. Map also to be stamped. E7. Explain how the annexation is in the best interest of the City. For example, when evaluating annexation requests, the City will evaluate such items like whether property taxes revenues will exceed longterm costs associated with maintenance and serves, whether costs of bringing the property's infrastructure to city standards compared with anticipated tax revenues, or whether there are public health concerns. The annexation of this land into the city will provide the opportunity for the developer to bring in an efficient layout into the city that will be easily served by existing city utilities that front the property. Due to the efficient nature of the development the tax revenues created should balance with the long term costs of maintenance and servicing. The proposed residential use will comply with all city and state regulations which will safe guard against any public health concerns.
