Re: Waterline Replacement Project Associated with ITD Slab Replacement Project
The Idaho Transportation Department is preparing to replace sections of concrete pavement on
Yellowstone Avenue through Chubbuck. In coordination with that roadway project, the City identified a
critical section of aging waterline within the project area that is in need of replacement. To minimize
overall costs, the City worked to develop plans for the waterline replacement so the work could be
completed concurrently with the ITD roadway project. ITD agreed to include the City's waterline
replacement work as a component of its project.
In April 2024, the City Council approved a cooperative agreement with ITD allowing the City's waterline
replacement work to be incorporated into the roadway project. A copy of that agreement is attached to
this memo. Under the agreement, the City is responsible for the cost of the waterline replacement work,
as well as the associated roadway restoration costs attributable to the utility work.
At the time the agreement was approved, the estimated cost of the waterline replacement was just
under $400,000. Now that the project has been bid, we have a more accurate estimate of the
construction costs. The estimated cost of the waterline replacement work is approximately $688,000,
with an additional estimated $480,000 in concrete pavement restoration costs, for a total estimated
project cost of approximately $1.2 million. We acknowledge that this cost is substantially more than our
original estimate. The increase appears to be at least partially attributable to inflation, prevailing wage
requirements, and Buy America requirements.
Staff has reviewed the project carefully and determined that the waterline replacement remains a high-
priority project for the Water Department. In addition, this is likely the City's best opportunity to
complete the work in a cost-effective manner. Completing the waterline replacement concurrently with
the ITD roadway project will avoid the need for the City to remove and replace newly constructed
pavement in the future. The City will also benefit from ITD completing a portion of the roadway
restoration work as part of its project.
This project is consistent with the Water Department's capital improvement plan and rate study and
would be funded using available Water Fund reserves. Construction is currently scheduled to begin near
the end of May.

Based on the factors discussed above, staff is requesting that the City Council authorize the Mayor and
Water Department to proceed with the waterline replacement project in coordination with the ITD
roadway project.
