EVA HEIGHTS SUBDIVISION
PRELIMINARY PLAT REQUEST - STAFF REPORT
CITY OF CHUBBUCK LAND USE AND DEVELOPMENT COMMISSION
REGULAR MEETING ON April 14, 2026
STAFF FINDINGS SUMMARIZED
After reviewing the proposed Eva Heights Subdivision preliminary plat, Staff finds that it appears to
meet the code requirements with the following comments:
• Per Chubbuck Municipal Code 18.08.044, lots 2-8, 31-35, 37-42, block 1 do not meet the lot
width to depth ratio of 1:3 for R-3 and R-4 zones. The zoning development agreement was
approved with the above mentioned lots as shown not meeting the requirements of Chubbuck
Municipal Code 18.08.044. Staff is supportive of this deviation.
• Secondary irrigation facilities including a pump station, will be required to be designed and
constructed for this development utilizing Fort Hall Irrigation Project irrigation water.
Preliminary Plat recommendations are conditional upon City Council approval of Eva Heights
Subdivison.
STAFF RECOMMENDATION: Staff recommends approval of the preliminary plat with the following
conditions:
The final plat along with supporting documents be submitted in accordance with Title 17 of the
Chubbuck Municipal Code.
A secondary pressurized irrigation system including pump station be designed and constructed
utilizing Fort Hall Irrigation Project irrigation water.
The access on Chubbuck Road for this development (Kasiska Drive) will be required to be used
for access to the parcel located to the west at the time of any future development. A separate
access to that parcel from Chubbuck Road will not be allowed in accordance with the city's
access management policy. A separate agreement specific to these parcels, tax ID number
R3853006308, and R3853006304 will be required prior to finalizing this development.
Depending upon the type of development of said parcel, upgrades to the approach street
(Kasiska Drive) may be required.
FACTS
REQUEST: The applicant proposes a 44 lot Preliminary Plat for 40 residential building lots and 4 open space
common lots in the Eva Heights Subdivision. It includes constructing Kasiska Drive and Mabel Circle for
access to the development and extending water and sewer mainlines with services to all buildable lots.
BACKGROUND: This is the 151 division of the Eva Heights Subdivision.
TYPE OF COMMISSION ACTION: Quasi -Judicial (Subject to appeal; decisions must be supported by
the evidence and by applying law to the facts; decisions shall be based on the standards for
approval). Recommendation/approval of this preliminary plat shall be whether it meets the requirements
of the City of Chubbuck ordinance and State of Idaho statutes. The Commission may recommend
approval with or without conditions, may table a decision, or may recommend denial of the
application.

SUBJECT: Eva Heights Subdivision — Preliminary Plat Narrative
PURPOSE
609 West Maple Street
Pocatello, Idaho 83201
knudsen-eng.com
The intent of this narrative is a written response to item E4 of the Preliminary Plat application as
necessary to facilitate its approval. The preliminary plat reflects the same configuration and layout as is
shown in the zoning developing agreement (ZDA) which has been previously approved by the City of
Chubbuck.
PRELIMINARY PLAT NARRATIVE
1. The Eva Heights Subdivision is in accordance with the attached Preliminary Plat Application and the
corresponding requirements.
2. Subdivision proposal complies with applicable city design standards and development regulations. The
subdivision complies with the requirements specifically outlined in the ZDA. As the proposed typical
roadway section does not meet minimum "local" road widths it is proposed to be a private roadway. Also,
the proposed section is commonly used in other municipalities as a public road section and is tailored to
work well in a townhouse or attached/detached zero lot line development. The applicant would be open
dedicate the roadway but for now has chosen to present the pre -plat application as a private roadway with
private cross access and public utility easement agreement.
3. The subdivision complies with the zoning requirements described in the ZDA and the corresponding
concept layout. The ZDA, the concept layout, and this preliminary plat, are consistent in showing that the
subdivision is to be partially zoned as R-3 and R-4.
4. The subdivision will provide both publicly and privately owned and maintained facilities. Private
Improvements: streets, sidewalks, curbs, gutters, storm water sewer, and secondary pressurized irrigation
(if available and determined to be beneficial). Public Improvements: water, sanitary sewer, and fire
protection. Access to the private roads will be provided from Chubbuck Road, as shown in the
application. Public utilities are to be connected to public utility mains located in the Chubbuck Road
right-of-way, as shown in the application. Individual service locations are not shown on the Pre -Plat
figure but are proposed to be located at the edge of the proposed easement. Individual sanitation
collection is proposed. A private cross access and public utility easement will be recorded on the final plat
for City utilities and joint trench utilities.
5. The subdivision contains 40 residential units that will generate 12 trips per day, meaning that the total
added trips per day is 480, which is below the threshold of 1,000 trips per day. Thus, a traffic impact
study will not be required. If required, a Traffic Impact Statement can be provided.

6. The subdivision provides a connected transportation system within the subdivision boundary.
Connection to adjacent existing subdivisions is not possible due to existing dwelling structures.
7. The subdivision provides private roads for shared vehicle and bicycle transportation and provides
sidewalks for pedestrian transportation. Road and sidewalks configurations are compliant with the ZDA.
8. Public utilities are to be accessed in the Chubbuck Road right-of-way at the entrance of the subdivision
and will be supplied to each of the newly created lots. A Homeowners Association (HOA) will be
necessary to operate and manage secondary irrigation and stormwater improvements. Additionally, the
HOA will need to operate and manage roadways and snow removal, if the City elects to not accept the
narrower ROW.
