Over the last several years, the Public Works Department has been working to develop a comprehensive
construction standards document. For a very long time, the City has had the Idaho Standards for Public
Works Construction (ISPWC) as the City's adopted construction standards. That is not changing. That
document was created such that it could be used by all cities in the state. However, it is intended that
each city make adjustments to fit their specific needs. Over the years, Chubbuck has developed those
preferences and specific requirements that might be unique to Chubbuck. The challenge has been that
many of those Chubbuck-specific standards and requirements have existed in a variety of formats and
documents. Some are notes and drawings that the City requires to be added to construction plans.
Some are documents that have been provided to parts and material suppliers, while others have been
included in design manuals and ordinances. Keeping all of that straight has been a challenge for
developers, designers, contractors, and even our own staff.
The attached document, titled "Development and Project Design Standards and Revisions to the Idaho
Standards for Public Works Construction, Current Edition," is the result of this dedicated effort to
compile all of that historical information into a single document. In addition, we identified some areas
where additional improvements are needed. This includes problems that have arisen in the past or new
methods or technology that will provide a better product for the city and reduce future maintenance
efforts and costs. We also reviewed the City of Pocatello's construction standards to identify areas
where we can add consistency for Contractors who may work in both cities.
For the most part, these standards are familiar to designers and contractors. There are a few new things
we've added to get a better product and reduce future maintenance costs and challenges, but we do
not believe there is anything substantial in these standards that will affect the end cost of construction.
All of the standards have been developed with the goal of balancing the long-term performance of our
infrastructure and the maintenance costs of the city with the initial cost of construction.
I understand that the format of these construction standards is a little strange and may not be fully
understood without reviewing the ISPWC at the same time. If you have any questions about specific
sections of these standards, our public works staff would be happy to review the ISPWC and the
standards with you.

I am requesting the opportunity to review these recommended construction standards with you at the
upcoming Council Meeting and am asking you to consider adopting these construction standards. Please
reach out if you have any questions you would like to discuss prior to the meeting. If not, I look forward
to the discussion on April V
Sincerely,

General Information:
Distribution Pipe:
A. All such distribution pipe extensions and installations shall be in dedicated public right of
way areas and shall extend the full length of the frontage of the property being served. All
distribution pipe extensions/installations shall conform in all respects to the standards,
specifications, and material requirements set forth in these standards and the ISPWC.
B. Sizing:
Distribution pipe shall be minimum of eight inches (8") nominal diameter and may require
to be upsized in areas such as near arterial and collector streets, in accordance with the
current Water System Facility Planning Study or Master Plan.
In areas with new development, the City of Chubbuck may require a hydraulic analysis to
verify adequate system pressure and flows. If a proposed water system will be a part of a
larger phased development, it is required that the larger development be considered in the
hydraulic evaluation. A hydraulic analysis that includes a larger development may be
satisfactory to meet the hydraulic analysis requirement for a multi -phase development.
Hydraulic model boundary conditions including water supply and flow controls shall be
clearly defined. Summary of design criteria used, including water demands, peaking factors,
pipe roughness, etc. shall be included.
The distribution system shall be designed so that it will provide a minimum fire flow of one
thousand five hundred (1,500) gallons per minute in addition to system domestic
demands. Additional fire flow demands may be required in industrial and commercial
areas.
C. Dead End:
Dead end distribution pipe shall be avoided whenever possible and should not exceed
eight hundred (800) feet in length. Each dead-end distribution pipe shall have a hydrant, or
a flushing device installed at its termination. Two-inch flush hydrants rather than a fire
hydrant are not desirable but may be warranted under special circumstances, as
determined by City Engineer.
N
D. Inside Easements:
The City of Chubbuck may require or allow water mains to be installed in utility easements if
it is deemed necessary for the good of the water delivery system.
Depending upon site specific conditions, distribution pipe located in an easement outside of
road right-of-way may be required to be fused HDPE pipe as determined by the City
Engineer.
Access to all water structures shall be provided by easements of no less than twenty feet
(20') in width, centered over the water structure to maintain ten feet (10') minimum from
the easement sideline. Greater easement width may be required in special circumstances.
E. Pipe Cover:
The top of pipe to finish grade for all distribution pipe and service lines shall be a maximum
of six feet (6') and minimum of five feet (5'). In some special cases, with the approval of
the City Engineer, the distribution pipe may be installed deeper below other utilities or in
areas where air entrapment might otherwise occur, given the extents of the pipe greater
than six feet (6') deep is minimized.
F. Mainline Coupling:
Mainline couplings should be used to a minimum and only following approval of the City
Engineer or Water Superintendent.
G. Utility Separation:
Distribution Pipe shall be no closer than five feet (5') feet horizontal separation and no
closer than twelve inches (12") of vertical separation from any other utility. All non -potable
water line separation requirements apply.
Mainline Valve:
A. All mainline valves and fittings located near other fittings shall be required to be flanged.
B. Location:
Valves shall be installed on all directions of the distribution pipe including all crosses or
tees unless otherwise approved by the City.
0
C. Spacing:
The maximum distance between valves shall be five hundred feet (500') in commercial
districts and eight hundred feet (800') in other districts as measured following the
distribution pipe.
D. At all high points in the water main where air entrapment is likely to occur, combination air
release / air vacuum valves shall be required. Valve sizing calculations will need to be
provided by the design engineer, and the size and model indicated on construction plans.
Adequate space shall be provided inside a standard manhole to allow for easy access and
maintenance. The size and height of all fittings shall be verified.
Fire Hydrant:
A. Location:
Fire hydrants shall be located at the street intersection or at the lot line between adjacent
properties, behind the street right of way in the utility easement with the bottom flange
located not less than 2 inches and not greater than 8 inches above finished grade.
B. Spacing:
No lot frontage shall be located more than two hundred fifty feet (250') from a fire hydrant
as measured in the street right of way.
Service Line:
A. Sizing:
Water service lines shall be sized in accordance with requirements of the latest edition of
the Idaho plumbing code adopted by the city, but shall not be smaller than one inch (1")
nominal size. Applicants for commercial developments requiring water service in excess of
one inch (1") shall be required to submit, pursuant to their application, and as directed by
the public works director, the fixture count for the structure, or their normal and
maximum intermittent flow rates to department staff to establish the size of meter
required, regardless of the inlet and outlet pipe size.
Upsizing the service line beyond the meter box may be allowed at the expense of the
property owner. The connection shall be outside the meter box on the property owner's
side of the service line.
B. Installation:
All service installations connected to the water system that have been or will be
abandoned or that have not been used for three (3) years or that for any reason have
10
become useless for further service, shall be disconnected at the main by the property
owner or the City of Chubbuck - Public Works Department, at the property owner's
expense, and all pipe and appurtenances removed shall be the property of the City of
Chubbuck. Exceptions may be granted by the Chubbuck Public Works Department for
special circumstances, including recent installations awaiting building construction.
C. Separate Lines Required:
Each premises for which title may be transferred, whether connected to another structure
under one roof, or standing separately on a single parcel of land shall be required to have
its own separate water service line, except condominium associations under separate
agreement with the City of Chubbuck.
Each water service shall have an individual meter box, separated from any other water
service.
D. Maintenance:
The City of Chubbuck owns and the Public Works Department shall maintain all completed
service lines after installation from the point of connection at the water main through the
meter vault to the outside edge of the meter vault in cases where the meter vault is set at
the nearest property line abutting the main, or to the nearest property line abutting the
main in cases where the meter vault or metering equipment is situated in a building or
otherwise not adjacent to the nearest property line abutting the main.
E. Repairs:
If repairs or replacement of any water service line is rendered necessary by the act,
neglect, or carelessness of the owner or occupant of the premises, any expense incurred
thereby by the City of Chubbuck shall be charged against and collected from the owner or
occupant.

a. Comply with ANSI/AWWA C 651-23, Disinfecting Water Mains, these specifications,
and Engineer's direction.
b. The contractor shall provide 48-hour minimum advance notice to allow the City to
operate any necessary feeding valve(s), observe flushing, or to take the Bac-T test.
Valves that are utilized to flush or direct potable water or chlorine mixture solution
shall be readily accessible to the City.
14
d. During the chlorination process, the City shall be present to verify the water main,
service lines, and hydrant laterals are fully disinfected. The City will routinely check
the chlorine residual to ensure it is potent enough to thoroughly disinfect the pipe.
e. The contractor shall be responsible for flushing the line and for any impact caused
by the water. The City shall operate all valves for the flushing operation following
the contractor's direction.
2. Forms of Chlorine used to be pre -approved by the Engineer:
a. Liquid chlorine (gas) usually packaged in large steel containers is not allowed to be
used.
b. Acceptable form of chlorine is sodium hypochlorite in liquid form containing
approximately 5 to 15% available chlorine per ANSI / AWWA B300.
c. Calcium hypochlorite in the form of tablets or granules is not allowed to be used.
Replace Section 3.9.B.3.a with the following:
3. Methods of Chlorination used to be pre -approved by the Engineer:
a. Tablet or Granule Method Not Allowed
Replace Section 3.9.B.3.b.4 as follows:
b. Continuous Feed Method:
4. Critical points to inject chlorine shall be as close as possible to the source of
water, beginning at the new water main. Injection could be through a hydrant or
meter setter if within (10') ten feet from the source of water. If not attainable, a
chlorination injection tap will be required at the Contractor's expense. The
injection tap shall be installed within (10') ten feet of the source water. Once the
City has acceptable water quality results, the chlorination injection tap shall be
replaced with a threaded brass plug, to be witnessed by the City to verify that no
leaks occur. The flow shall be at a constant rate with the City routinely checking
the chlorine residual is potent enough to thoroughly disinfect the pipe. The flow
shall be continued until the end of each branch has constant levels of heavily
chlorinated water. The chlorine mixture shall remain in the newly installed water
infrastructure for 24 hours minimum prior to the final flush.
Replace Section 3.9.B.3.c with the following:
c. Slug Method:
1. Slug Method Not Allowed
15
Replace Section 3.9.0 with the following:
C. Final Flushing:
Upon removal of heavily chlorinated water, the Contractor shall use a dechlorinating
diffuser or device to reduce the chlorinated waste discharge. The City shall be present,
verifying chlorine residual levels are thoroughly neutralized, minimizing contamination
to the environment.
2. After the removal of the heavily chlorinated water, and prior to the first bacteriological
(Bac-T) test, with the City onsite operating the valve(s) that feeds the potable water into
the newly installed main, the contractor shall perform the final flush from the main,
valves, and branches right before the City takes the first Bac-T test.
Replace Section 3.9.D as follows:
D. Bacteriological Tests:
Bacteriological (Bac-T) test shall be collected from each 600 feet of the newly installed
water main with one (1) sample taken from each main branch. Samples are typically
taken from a fire hydrant, at or near the dead end of the new water main.
2. The bacteriological (Bac-T) testing shall be performed by the City, scheduled by the
contractor. The contractor shall coordinate with the City, to take two (2) Bac-T tests
back-to-back, 24 hours from each other. The timing shall be planned such that the
results do not come back from the laboratory on a weekend or holiday. Samples are
only collected on Monday thru Thursday, between 7:30 am to 4:30 pm, excluding
Holidays. Samples will NOT be collected on Fridays, Saturdays, Sundays, Holidays or the
day preceding a Holiday (if such holiday falls during the week). Under special approval
from the Water Superintendent, if a sample absolutely needs to be collected outside of
the approved dates and times, the contractor will be charged all extra costs associated
with the sampling and laboratory costs.
If results come back positive with unacceptable water quality, the water infrastructure
shall be disinfected and flushed again following the complete process above. The Contractor
shall be responsible for the testing costs required due to failing tests.
Add Section 3.12 as follows:

main and the trench shall be sufficient to allow the City's tapping crew enough space at
each location to safely make the tap without any additional excavation. The adequacy and
safety of the excavation shall be at the sole discretion of the City's tapping crew. If the
City's tapping crew determines that any excavation does not meet City standards, the crew
shall have the option to refuse to make the tap and will reschedule at least 2 days hence.
C. The contractor shall provide all needed materials to make the connection to the existing
water system. The City shall perform the tap connection for all new distribution pipe of
twelve inches (12") or less. Live tap connections for all new distribution pipe larger than
twelve inches (12") shall require a third -party contractor with qualifications approved by
the City. This connection will be at the expense of the developer or contractor and must be
observed and inspected by the City's Water Department personnel.
D. Prior to the City making the hot tap connection, a tapping sleeve with a test plug shall be
tested following all manufacturer requirements and recommendations, including but not
limited to a hydrostatic test to verify the seal between the gasket and pipe.
E. It shall be the contractor's responsibility to install the tapping sleeve according to the
approved Plans. Any variation from the approved plans, such as a different location or size,
shall be requested through the Design Engineer, and approved by the City. Work by the
City's tapping crew shall not be construed to represent compliance with the Plans or

A. All such sanitary sewer pipe extension and installations shall be in dedicated public right of
way areas. All sanitary sewer pipe extensions/installations shall conform in all respects to
the standards, specifications, and material requirements set forth in these standards and
the ISPWC.
B. Sizing:
In areas with new development, the City of Chubbuck may require an engineering report
to verify adequate wastewater flows. The sewer system shall be designed for the
estimated ultimate build -out flow. The anticipated design shall include the average and
design peak flows of residential, industrial, or commercial areas. The plan shall show the
location, size, and direction of flow of relevant existing and proposed sanitary and
combined wastewater draining.
Sewer systems shall be designed in compliance with the "Recommended Standards for
Wastewater Facilities" promulgated by the Great Lakes - Upper Mississippi River board of
state public health and environmental managers and published by the Health Education
Services, Albany, New York.
Gravity sewer pipe shall follow City of Chubbuck current facility planning study and/or
master plan. Sewer pipe larger than 8 inches shall be based on flows, not to justify flatter
slopes.
C. Dead End:
Gravity sewer pipe stubbed for future use shall provide a sewer cleanout to perform all
required testing procedures per the ISPWC. In areas where the sewer cleanout could be
damaged by either snow removal or any other means, a traffic rated cleanout shall be
required.
D. Inside Easements:
The City of Chubbuck may require or allow sanitary sewer mains to be installed in utility
easements if it is deemed necessary for the good of the sewer system.
Access to all public sanitary sewer pipe and manholes deeper than eight feet (8') shall
provide an easement of no less than thirty feet (30') in width, centered over the sewer
structure to maintain fifteen feet (15') from the easement sideline. Easement width may
be reduced to twenty feet (20') if the sewer structures are shallower than eight feet (8'),
unless they are located within areas dedicated to the public. Narrower easements may be
36
allowed by the City in special circumstances when it can be demonstrated that the pipes
and/or manholes can be properly maintained by the City without introducing additional
risk to the City.
E. Pipe Cover:
All public gravity sewer pipe shall have a minimum depth of four feet (4') from top of pipe to
finish grade.
Sanitary Sewer Manhole:
A. Location:
All public sewer manholes must be accessible for operations and maintenance. Location of
each sewer manhole should be in the public road right of way or must be accessible with a
heavy truck / cleaning equipment either by path or private roadway requiring approval
from the City Engineer and Sewer Superintendent.
B. Pipe Orientation:
Manhole design shall require that the angle between any incoming (inlet) pipe and the
outgoing (outlet) pipe be 90 degrees or greater.
C. Channel:
At all sewer pipe connections to the sewer manhole, a concrete channel shall be formed in
the base of the manhole to ensure smooth and efficient, sanitary sewage flow from the
inlet pipe to the outlet pipe, with no sharp angles, using a consistent, large -radius curve if a
change in direction is required.
Sewer Service Line:
A. Sizing:
All sewer service connections to public sanitary sewer shall be a minimum of four inches
(4") in diameter.
B. Separate Lines Required:
A separate and independent private sewer shall be provided for every building, residence,
or property unless specific permission is obtained from City of Chubbuck.
It shall be unlawful for any person to extend any private sewer beyond the limits of the
building or property for which a permit has been given without obtaining permission from
City of Chubbuck. The existence of a private sewer permit shall in no way be construed as
making permissible any work for which an excavation permit may be required.
37
C. Repairs:
When any private sewer connected with any public sewer becomes obstructed, broken or
out of order, the owner, agent, or tenant of such premises shall repair same at the owner's
expense. This cost shall include the service tap or connection to the main public sewer as
well as the total length of service line or private sewer from such service tap or connection
to the point at which sewage is introduced into the service for the premises. This cost shall
also include the replacement of street, curb and gutter, sidewalk or any other
improvement disturbed by the repair of any private sewer or service connection. No
person shall construct, relay, repair or extend any private sewer until the person making
the same shall obtain a private sewer permit from the proper issuing agency or
department of the City of Chubbuck.

Requirement:
A. All developments with appurtenant agricultural water rights shall be required to construct a
secondary pressure irrigation system. If the irrigation system will be dedicated to the City, it
shall be designed and constructed to the standards of this section to utilize the water rights
for the development. Such secondary pressure irrigation systems will be dedicated to and
accepted by the City as a utility and the City will assume ownership and operation of the
system. Dedicated secondary irrigation systems shall be designed and constructed in
accordance with these standards and the current edition of the City of Chubbuck - Pressure
Irrigation Design Specification Manual.
Pressure Irrigation Pipe:
A. All such pressure irrigation pipe extensions and installations shall be in dedicated public
right of way areas and shall extend the full length of the frontage of the property being
served unless determined to be unnecessary by the City.
B. Sizing:
In areas with new development, the City of Chubbuck shall require a hydraulic analysis to
verify adequate system pressure and flows. If a proposed pressure irrigation system will be
a part of a larger phased development, it is required that the larger development be
considered in the hydraulic evaluation. A hydraulic analysis that includes a larger
development may be satisfactory to meet the hydraulic analysis requirement for a multi-
phase development.
Hydraulic model boundary conditions including irrigation water supply and flow controls
shall be clearly defined. Summary of design criteria used, including water demands, peaking
factors, pipe roughness, etc. should be included.
Pressure irrigation pipe shall be sized to meet or exceed the minimum sizes demonstrated in
the hydraulic analysis.
The pressure irrigation system shall be designed in accordance with the current edition of
the City of Chubbuck - Pressure Irrigation Design Specification Manual.
50
C. Inside Easements:
The City of Chubbuck may require or allow pressure irrigation pipe to be installed in utility
easements if it is deemed necessary for the good of the pressure irrigation system.
Depending upon site specific conditions, pressure irrigation pipe located in an easement
outside of road right-of-way may be required to be fused HDPE pipe as determined by the
City Engineer.
Access to all pressure irrigation structures shall be provided by easements of no less than
twenty feet (20') in width, centered over the irrigation structure to maintain ten feet (10')
from the easement sideline. Greater easement width may be required in special
circumstances.
D. Pipe Cover:
The top of pipe to finish grade for all pressure irrigation pipe and irrigation service lines
shall be a maximum of four feet (4') and minimum two and half feet (2.5'). In some special
cases, with the approval of the City Engineer, the pressure irrigation pipe may be installed
deeper below other utilities or at areas where air entrapment might otherwise occur, given
the extents of the pipe greater than four feet (4') deep is minimized and appropriate drains
are provided.
E. Mainline Coupling:
Mainline couplings should be used to a minimum, and only following approval of the City
Engineer or Water Superintendent.
Pressure Irrigation Valves:
A. All pressure irrigation mainline valves and fittings located near other fittings shall be
required to be flanged.

At all high points in the pressure irrigation pipe where air entrapment is likely to occur,
51
combination air release / air vacuum valves shall be required. Valve sizing calculations shall
be provided by the design engineer, and the size and model indicated on the construction
plans. Adequate space shall be provided inside a standard manhole to allow for easy
access and maintenance. The size and height of all fittings shall be verified.
Pressure Irrigation Drain:
A. An irrigation drain shall be required at all low points in the pressure irrigation system and
at regular spacing to allow the irrigation system to completely drain. The drain and all its
appurtenances shall be constructed in accordance with manufacturer's recommendations
and City of Chubbuck Standard Drawing CSD -902 (Pressure Irrigation Drain).
B. Spacing:
The maximum distance between irrigation drains shall be eight hundred feet (800') as
measured following the distribution irrigation pipe.

A. Location:
Upon designing the subdivision, the City of Chubbuck recommends the developer or home
builder determine the ideal location of the irrigation service box for each subdivision lot
prior to installation. The location should be along the street frontage in future landscape
areas within the utility easement, outside the driveway, and readily accessible to the
homeowner and City of Chubbuck.
After the irrigation service box is in place, if it is determined to be in an undesirable
location, the contractor or homeowner may relocate the irrigation service box, following
City approval, without disconnecting irrigation fittings or cutting the irrigation service line.
Relocation will be allowed if it is possible to swing the irrigation service box and fittings,
remaining intact, one direction or other to remain behind the sidewalk. Splices or junctions
in the service pipe between the mainline and the service box are not allowed. Prior to
relocation, the contractor or homeowner shall notify the City's public infrastructure
inspector.
B. Maintenance:
The City of Chubbuck owns and the Public Works Department shall maintain all completed
pressure irrigation service lines after installation from the point of connection at the
irrigation main through the irrigation service box in cases where the irrigation service box
is set at the nearest property line abutting the pressure irrigation main, or to the nearest
property line abutting the main in cases where the irrigation service box is otherwise not
adjacent to the nearest property line abutting the main.
52
C. Repairs:
If repairs or replacement of any irrigation service line or irrigation service box is rendered
necessary by the act, neglect, or carelessness of the owner or occupant of the premises,
any expense incurred by the City of Chubbuck for the repair or replacement shall be
charged against and collected from the property owner.
Backflow Prevention Device:
A. Requirement:
Any physical arrangement whereby a potable (domestic) water supply is connected,
directly or indirectly, with the pressurized irrigation system shall require a backflow
prevention device at the expense of the contractor or property owner.

Division 2000 — Miscellaneous
Add the following to Division 2000:
Section 2060 — Neighborhood Mailbox:
A. Requirement:
The developer shall provide for the installation of consolidated mailboxes, generally
described by the United States Postal Service as a Cluster Box Unit (CBU), which shall service
homes within the proposed subdivision. For the developments of less than (4) four homes,
the developer shall endeavor to cooperate with adjoining landowners for the installation of
such a CBU system. Upon application to the City Engineer, the requirement for a CBU in a
new subdivision may be waived for cause, such as impracticality due to the circumstances of
the development or area.
B. Sizing:
Cluster Box Unit (CBU) shall include (1) one incoming mailbox compartment for each
dwelling unit with (1) one outgoing mail slot. There must be at least (1) one parcel locker for
every (12) twelve dwelling units. No maximum number of parcel lockers to be installed.
C. Location:
The Cluster Box Unit (CBU) shall be centrally located in the development, adjacent to the
city sidewalk, so that customers are not required to travel an unreasonable distance to
obtain their mail and so there is sufficient access to mailbox locations with adequate space
for carriers to deliver and customers to retrieve the mail. Typically, a CBU shall be located
no more than 300 feet walking distance from the residence. If the CBU is located
midblock, it shall be centered near a common lot line.
D. Installation:
Install Cluster Box Unit (CBU) in accordance with manufacturer's recommendations and
City of Chubbuck Standard Drawing CSD -2001 (Neighborhood Mailbox).
E. Accessibility:
CBU's must be ADA accessible from the sidewalk and from the street. If the CBU is located
on private property or on a commonly owned lot, the established Homeowners
Association (HOA) or property owner must ensure that access is kept reasonably clear of
snow, weeds, and other obstructions. If the CBU is located within the public right-of-way,
73
the adjacent property owner must ensure the access is kept reasonably clear of snow,
weeds, and other obstructions.
Section 2070 — Garbage Dumpster Enclosure:
A. Garbage dumpster enclosures shall be privately owned and maintained by the property
owner or homeowner association. If the enclosure includes gates, the gates shall have the
ability to be fixed, or pinned, in a 120 -degree open position. Gates shall be operated by the
customer.
B. Sizing:
For multiple dwelling units that utilize commercial style containers/dumpsters and garbage
dumpster enclosure(s), the number of containers will be determined as follows:
For residential use, each dwelling unit is estimated to generate 0.6 cubic yard of solid
waste weekly. The largest container/dumpster shall be a six-yard container with a
maximum dump frequency of three times a week. The resulting number of containers shall
be rounded up to the next whole number.
Example of a 40 -unit complex:
40 units x 0.6 CY = 24 CY of solid waste generated weekly
24 CY/ 6 CY dumpster/3 dumps per week = 1.33 or 2 containers minimum
The City will consider requests from the developer or customer to utilize alternate sizing
calculations given that the developer or customer provides supporting justification. The
developer or customer may choose to increase the number of containers if desired as long
as sufficient enclosures are provided.
The size and number of enclosures shall be sufficient for the number of containers needed.
The garbage dumpster enclosure shall be enclosed on three sides and shall be no less than
six (6) feet in height. Enclosure shall have a minimum inside unobstructed width of eleven
(11) feet and minimum inside unobstructed depth of ten (10) feet in accordance with City
of Chubbuck Standard Drawing CSD -2002 (Garbage Dumpster Enclosure). Double
containers may be used side by side which shall require the minimum inside width of
twenty-two (22) feet. Additional space may be built to accommodate private recycling
container(s) which shall not encroach into said minimum width and depth clearances.
C. Location:
All garbage dumpster enclosure locations including rollout areas shall provide for direct and
unobstructed access by solid waste equipment and personnel.
74
Enclosures located on private drives must have adequate room for a sanitation truck to loop
throughout the development or turn around as shown on the City of Chubbuck Standard
Drawing CSD -2003 (Sanitation Truck Turnaround). To prevent vehicle parking in these areas,
painted pavement markings or other items may be required. The truck is approximately
33.5 feet in length and must be able to line up directly with the dumpster inside the
enclosure.
A minimum overhead height clearance of 25 feet is required to safely move containers in
and out of the enclosure. Gates in the open position shall not infringe in traffic aisles. The
City's Sanitation Department and the City Engineer shall approve all proposed enclosure
locations prior to issuance of a building permit.
