MINUTES
Board Members Present: Chair Adam Thayer, Brett Hiltbrand, Bryson Smith, and Mike Schwartz.
Staff Members Present: Attorney Ryan Lewis, Planning Manager Don Matson, and City Clerk Joey
Bowers.
Thayer called the meeting to order at 6:OOpm.
Thayer asked if any commissioners had a conflict of interest with the items before the board.
Thayer recused himself from public hearing #1.
PLEDGE ALLEGIANCE TO THE FLAG
APPROVAL OF THE MINUTES: January 13, 2026.
Thayer entertained a motion to approve the minutes as emailed. Schwartz moved to accept the
meeting minutes of January 13, 2026 as emailed; Hiltbrand seconded. The full commission
approved.
PUBLIC HEARING
An application for initial designation of property into the Agriculture (A) Land Use
District (zone) that is proposed to be annexed into the City of Chubbuck. The subject
property of approximately 1.34 acres is generally located at 12242 N Hiline Rd, in the
SW 1/a of the SW 1/a of Section 35, Township 5 South, Range 34 East, Boise Meridian,
Bannock County. At the meeting, the Commission will consider whether the proposal
satisfies the approval criteria in municipal code section 18.28.050.B. Type of Action:
Recommendation.
Thayer recused himself from public hearing #1 and turned the meeting over to vice -
chair Brett Hiltbrand.
Stuart Ward from Dioptra represented the applicant. Mr. Ward presented an initial
zoning designation of property into the Agriculture (A) Land Use District that is
proposed to be annexed into the City.
Planning Manager Don Matson stated that this application had been reviewed by City
Staff and the proposal complies with the Comprehensive Plan and staff recommended
approval.
Hiltbrand declared the public hearing open for public comment. Due to no public comment
Hiltbrand closed the public hearing.
Schwartz motioned to recommended approval of an initial zoning designation of property into the
Agriculture (A) Land Use District as presented to the City Council. Hiltbrand seconded.
With all commission members understanding the motion they voted.
Roll Call Vote: Bryson Smith, Yes; Brett Hiltbrand, Yes; Mike Schwartz, Yes; Adam Thayer,
Recused; Motion carried.
Hiltbrand turned the meeting over to chair Adam Thayer.
