Present: Mayor Steven M, England, Council members Leroy S. Quick, Kent Kearns, Dennis Stoddard, Richard Morgan, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron Carlin. Meeting was called to order at 4:33 p.rn, by Mayor England. PURPOSE OF MEETING is to conduct is to 1) Wastewater Treatment contract with the City of Foeatelio, 2) Chubbuck Impact Area Wastewater Collection Authority Joint Powers Agreement and Bylaws, 3) Fireworks Permit Applications - a) Bruce Zoldan, Phantom Fireworks, 555 Martin Luther King Jr. Blvd, Youngstown, Ohio at 4155 Pine Ridge Mall, b) Brenda Pollards,115 Taft, Pocatello, Idaho at 134 W. Chubbuck Road, c) Anne Premo, TNT Fireworks, Clackamas, OR 97015 at 4$45 Yellowstone Ave, 4) Computer print-out claims, 5) Fire Department 2007-2008 Fiscal Year Budget. MUNICIPAL WASTEWATER TREATMENT AGREEMENT WITH CITY OF POCATELLO- PWD Smart presented the proposed Municipal Wastewater Treatment Agreement. PWD Smart stated Mayor England and Attorney Holmes have reviewed and approved the proposed Municipal Wastewater Treatment. Agreement with the City of Pocatello. Councilman 1Vforgan moved to authorize Mayor England to enter into agreement and sign the Municipal Wastewater Treatment Agreement with the City of Pocatello, subject to Mayor England attempting. to negotiate with. Pocatello the intent Chubbuck residents are treated he same as City of Pocatello residents, Councilman Quick seconded. All council members voted in favor of motion. CHUBBUCK IMPACT AREA WASTEWATER COLLECTION AUTHORITY JOINT POWERS AGREEMENT AND BYLAWS - PWD Smart presented the Joint Powers Agreement of the Chubbuck Impact Area Wastewater Collection Authority for the Chubbuck Impact Area Wastewater Collections Facilities and Bylaws of Chubbuck Impact Area Wastewater Collection Authority, Attorney Holmes gave Borne history on the proposed Chubbuck Impact Areas Wastewater ~aliection Authority Joint Powers Agreement. CHUBBUCK .IMPACT AREA WASTEWATER COLLECTION AUTHORITY JOINT POWERS AGREEMENT AND BYLAWS - (cont.} Councilman Kearns moved. to authorize Mayor England to enter into the final negotiations required to adopt the Chubbuck Impact Area Waste Water Collection Authority Jaint Powers Agreement and Bylaws, Councilman Quick seconded. All council members voted: in favor of motion. FIREWORKS PERMIT APPLICATION. -The following applicants have applied to sell fireworks from fireworks stands at the following locations: 1. Phantom Freworks/BJ Alan Company, 124 W. Burton Ave, Salt Lake City, Utah to locate at Pine Ridge Mall Forking Lot, 4155 Yellowstone Ave. 2. Trey's Fireworks dba TNT Fireworks, 324 Noah, Chubbuck, Idaho to locate at 4845 Yellowstone Ave. 3. Winco Fireworks, Brenda Po lard, 115 Tafl, Pocatello, Idaho to locate at 134 W. Chubbuck Road. Councilman Stoddard moved to grant fireworks stand permits to the fireworks stands applicants as presented, subject to; 1}Fire and Police Chiefs reviewing and approving all fireworks stands prior to their opening and 2) All fireworks stands shall comply with all City and State Codes, Councilman Morgan seconded. All council members vote in favor of motion. PROPOSED 2007-2008 FY FIRE DEPARTMENT BUDGET - 2007-2008 FY Fire Department Budget presented to Council and Mayor England by Fire Chief Eric King. (Attached) FC King stated the total increase the Fire Department is asking. for this year is $249,267. FC King stated the bulk of the increase is three full time employees. FC King explained the need far the additional employees. FC King went through his budget by line item. CLAIMS -Computer print-out claims presented. to Mayor England and Council. Councilman Kerns moved`to approve- computer print-out claims as presented, Councilman Stoddard seconded.
