Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting was called to order at 6:35 p.m. by Mayor Cotant. PURPOSE OF SPECIAL MEETING is to conduct a study session on proposed increase of fee for land use applications. PROPOSED FEE INCREASES FOR LAND USE APPLICATIONS - Council discussed the proposed fee increases for land use applications at the March 12`h, 2002 Council Meeting, at the meeting Derek Leslie, President of Building Contractors Association stated his organization would like to be involved in any study sessions regarding the proposed fee increases. Council tabled the discussion until this March 26 ', 2002 Study Session Council Meeting. Pete Anderson, Land Use & Development Commission Chairman spoke in favor of the proposed fee increase. Mr. Anderson stated the Chubbuck residents should not subsidize developers. Mr. Anderson said it is very important the LU &D Commission and Council get the necessary information to make a decision. Derek Leslie, President of Building Contractors Assn. of Southeast Idaho said he would like to see a breakdown of the worksheet on how the proposed fees were arrived at. Mr. Leslie and members of Building Contractors Association were passed copies of how the proposed land use application fees were arrived at. Mr. Leslie felt the proposed fees could prohibit grown in the City. Councilman Quick stated the taxpayer dollars of property owners living here is viewed by the citizens as subsidizing the builders that are making the profit from the developments. Myrna Crapo, Land Use & Development Commission Secretary stated the material passed out to the LU &D Commission was made available to the Building Contractors Assn. a week ago. Susan Dewey, BCA Secretary suggested a fee review committee be created to review the proposed fee increases. } 67 COUNCIL MEETING MINUTES - (cont.) Wally Wright, LU &D Commission member stated the LU &D Commission was unanimous in their decision to recommend the City Council adopt these proposed fees. Mr. Wright spoke in favor of adopting the proposed land use application fees presented. Nolan Briscoe, LU &D Commission member spoke in favor of the proposed land use application fees as presented. Bob Elzner, Western Design Construction stated he is not opposed to the proposed land use application fees and suggested the increase come in increments, not all at once. Council decided to table the proposed land use application fees until a special meeting, April 9', 2002 at 6:00 p.m. At 7:30 p.m., Councilman Quick moved, Councilman Gunter seconded, all council members voted in favor of motion. *hn /`z � eon Ron C.
