Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, Attorney Thomas J. Holmes and City Clerk Ron C. Conlin. Councilman Kent Kearns was excused. Meeting was called to order at 5:40 p.m. by Mayor Cotant. PURPOSE OF SPECIAL MEETING is to conduct a study session with Fire Chief Eric King and the North Bannock County Fire District Commissioners to discuss the North Bannock County Fire District Agreement. Fire Chief Eric King was present. North Bannock County Fire District Representatives present were Fire District Commissioner Lance Traughber, Attorney Robert Eldridge, Kevin Quick and Lisa Wise. NORTH BANNOCK COUNTY FIRE DISTRICT AGREEMENT - At the October 17 lb 2001 meeting, the North Bannock County Fire District Representatives and the Chubbuck City Council agreed to meet again February 12th, 2002 at 6:30 p.m. to continue discussion about increasing the fee for Chubbuck Fire Department fire coverage. Discussion about possible additional grants that might be obtained with North Bannock County Fire District's help. Discussion about creating a fire district at least the size of Bannock County. Councilman Quick stated he has received some citizen complaint about City of Chubbuck subsidizing the North Bannock County Fire District. Reviewing Fire Chief Eric King's costs of fighting North Bannock County Fire District fires, the City is collecting a minimum of $30,000. less than we should be. Councilman Quick stated the City does not want to be in the business if we cannot at least break even on the costs of fighting fires in the North Bannock County District. Lance Traughber said the North Bannock County Fire District is committing $75,000. for Fiscal Year 2002, Mr. Traughber said they will do everything they can in the future to help out. Councilman Quick stated the additional 3% added each year is not keeping up with the North Bannock County Fire District costs. 29 COUNCIL MEETING MINUTES - (cont.) February 12 'h, 2002 NORTH BANNOCK COUNTY FIRE DISTRICT AGREEMENT - (cont.) Mr. Traughber felt the North Bannock County Fire District might have a better access to grants that will help the Chubbuck Fire Department in addition to the $75,000.00 plus 3% annually. Considerable discussion about the creation of a fire district. North Bannock County Fire District Representatives and Chubbuck City Council were in agreement that discussions could be started about the creation of an area fire district. North Bannock County Fire District Representatives and Chubbuck City Council agreed to meet May 14th, 2002 to continue discussion about an increase in the North Bannock County Fire District Contract. Conlin, City Clerk 1 CALL OF SPECIAL MEETING CITY OF CHUBBUCK Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck, Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal Building, at the hour of 5:30 p.m, on Tuesday, the 12th day of February, 2002. The purpose of the Special Meeting shall be to meet with Fire Chief Eric King and the North Bannock County Fire District Representatives to discuss fire protection agreement. ,r % w�y" Date: John O.
