Joint Meeting Minutes

CALL TO ORDER: Roger Hernandez
COUNCIL PRESENT: Roger Hernandez, Norman Reece, and Dan Heiner.
STAFF MEMBERS PRESENT: City Attorney Ryan Lewis, Public Works Director Bridger Morrison,
Planning Manager Don Matson, Fire Chief Merlin Miller, and City Clerk Joey Bowers.
Council President Hernandez excused Mayor Kevin England, and Councilmember Melanie
Evans from the meeting.
DISCLOSURES OR CONFLICTS OF INTEREST ON ANY AGENDA ITEMS: None were reported.
GENERAL BUSINESS:
1. A Joint Meeting with the City Council and the Chubbuck Development Authority Board
(CDA) to discuss an eligibility report and to start the process to prepare an Urban
Renewal Plan.
Brad Cramer from Perspective Planning & Consulting presented a revised map
developed by the Chubbuck Development Authority (CDA) Executive Director, City
Staff, and the consultant which showed a boundary that kept the valuation of an urban
renewal plan and revenue allocation area for the Yellowstone Corridor Urban Renewal
District (URD) within statutory limits.
Public Works Director Bridger Morrison and CDA Executive Director Ashley
Squyres went over a list of projects identified by City Staff as known needs and priorities,
projects identified in the Urban Land Institute (ULI) report, projects from the
comprehensive plan, and general project categories to cover potential needs that may
arise in the future.
The City Council and CDA Board discussed the potential to expand the eligibility
study to include other parts of the City which would include doing another eligibility
study. But due to time constraints and additional costs it was decided those discussions
could be added to a future meeting agenda, and the creation of a future urban renewal
plan and revenue allocation area. They wanted to expand the revised map to include all of
Siphon Road that was part of the initial eligibility study, and Briscoe Road to Stuart Ave
as a potential connectivity project, but wanted Briscoe Road listed as a very low priority.
