CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Heiner
COUNCIL PRESENT: Roger Hernandez, Melanie Evans, Dan Heiner, and Norman Reece.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Planning Manager Don Matson, Police Chief Nick Sasser, Fire Chief
Merlin Miller, City Treasurer Rich Morgan, and City Clerk Joey Bowers

APPROVAL OF MINUTES: May 21, 2025.
Councilmember Reece motioned for approval of the Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
PROCLAMATIONS:
1. Support Local Gems.
Mayor Kevin England read aloud a proclamation.
GENERAL BUSINESS:
Adoption of Resolution 2025-04 Chubbuck 2045: Comprehensive Plan.
(Council will discuss an updated comprehensive plan as required by Idaho code).
Councilmember Reece motioned for adoption of Resolution 2025-04 as presented.
Councilmember Heiner seconded motion for adoption.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed.
2. Approval of Firework Permits for 2025.
(Council will discuss the applications and if they meet city code).
City Clerk Joey Bowers presented the firework permits for 2025.
Councilmember Evans motioned for approval of firework permits for 2025 contingent on final
inspection from the Fire Department.
Councilmember Hernandez seconded motion for approval.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed.
3. Approval of Items for Auction or Disposal.
(Council will discuss City property for auction or disposal).
Councilmember Heiner motioned for approval of items for auction or disposal.
Councilmember Hernandez seconded motion for approval.
Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed.
4. Adoption of Resolution 2025-05 Approving the Eligibility Report and Directing the
Urban Renewal Agency for the City of Chubbuck, Idaho to Prepare an Urban Renewal
Plan. (Council will discuss acceptance of final eligibility study).
Brad Cramer from Perspective Planning & Consulting presented an eligibility study
area and stated that the proposed revenue allocation areas (RAA) does meet one or more
of the criteria for eligibility under Idaho Code Sections 50-2018(8) and (9) and 50-
2903(8).
Councilmember Evans motioned for adoption of Resolution 2025-05 as presented.
Councilmember Hernandez seconded motion for adoption.
Roll Call: Evans -yes, Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
5. Review the 2025 pavement maintenance plan and consider awarding bid for the 2025
Asphalt Mill and Overlay Project and consider entering into agreement with Bannock
County to have the county perform chip seal and fog coat on Philbin Road and Hiline
Road.
Public Works Director Bridger Morrison presented the 2025 Asphalt Maintenance
Project bid and Chip Seal project and stated that this bid came in within budget.
Councilmember Reece motioned to approve the 2025 Asphalt Maintenance Project and authorize
the Mayor to enter into a contract with M&S Development & Construction in the amount of
$416,668.50 as presented. Councilmember Heiner seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, Evans -yes, motion passed.
Councilmember Reece motioned to approve an interagency agreement and authorize the Mayor
to enter into a contract with Bannock County in the amount of $57,111.20 as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, Evans -yes, motion passed.
6. Discussion about the June 18, 2025 Council Meeting.
CLAIMS:
The Council recommended canceling the second meeting in June.
1. City of Chubbuck claims for June 4, 2025 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Reece seconded motion for approval.
Roll Call: Heiner -yes, Hernandez -yes, Evans -yes, Reece -yes, motion passed.
GENERAL ANNOUNCEMENTS: Joint Study Session with the Chubbuck Development Authority.
