Mayor England excused Councilmember Dan Heiner from the meeting.

APPROVAL OF MINUTES: May 7, 2025,
Councilmember Reece motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.

GENERAL BUSINESS:
1. Approval of the Alpine Crossing Div. IC Subdivision Preliminary Plat and the findings,
facts and conclusions of law. (Council will discuss the application and if it meets City code).
TJ Togiai from Sunrise Engineering represented the applicant. Mr. Togiai presented a
16 lot Preliminary Plat for 16 residential building lots in the Alpine Crossing subdivision,
Division 1 C.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and does appear to meet all the standards of Titles 16, 17 and 18
of City Code, as presented with conditions.
Councilmember Evans motioned to approve the Alpine Crossing Div. 1 C Subdivision Preliminary
Plat and the findings, facts and conclusions of law with conditions as presented by City Staff.
Councilmember Hernandez seconded motion for approval.

2. Approval of the Fahey Acres Final Plat and the findings, facts and conclusions of law.
(Council will discuss the application and if it meets City code).
Adam Thayer from Dioptra represented the applicant. Mr. Thayer presented a 4 lot
Preliminary Plat for 4 residential building lots.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and does appear to meet all the standards of Titles 16, 17 and 18
of City Code as presented with conditions.
Councilmember Reece motioned to approve the Pinetree Subdivision 1" Addition short plat and
the findings, facts and conclusions of law with conditions as presented by City Staff.
Councilmember Hernandez seconded motion for approval.

3. Discussion on the Chubbuck 2045: Comprehensive Plan.
(Council will discuss an updated comprehensive plan as required by Idaho code).
Sheri Freemuth represented NB Engineers and stated the City of Chubbuck had
prepared "Chubbuck 2045: Comprehensive Plan" for consideration by the Land Use and
Development Commission. The City's current Comprehensive Plan was last updated in
2002. Chubbuck's Future Land Use and Urban Service Area maps were updated and
adopted by Chubbuck City Council in 2010. For several years the City prepared to draft a
major plan update, when funding was available, that would establish new goals,
objectives and strategies into the year 2045. In 2023 the City budget included funds for
updating the plan, and the City was awarded a grant from the Blue Cross of Idaho
Foundation for Health to support including various health aspects in the planning process.
The geographic extent of the plan extends beyond the city limits to include an Area of
City Impact administered with Bannock County. The plan is organized into eight chapters
beginning with an introductory chapter summarizing the purpose of the plan, the
preparation process, and the plan contents. Chapter 2 introduces the reader to the City of
Chubbuck, its setting, history, and demographics. Chapters 3 through 7 include numerous
plan components, as required by Idaho Code Section 67-6508: Natural Environment,
Built Environment, Public Services and Quality of Life. The Community Health
discussion appears in the Quality of Life section. The Future Land Use Map appears in
the Built Environment section. Chapter 8 presents an Implementation Program derived
from the plan strategies organized to provide guidance to realize community priorities.
Appendices with supporting documentation may be found at the end of the plan,
including documentation of all public outreach associated with the planning process.
Councilmember Hernandez motioned to direct City Staff to prepare a resolution for final
adoption of the Chubbuck 2045: Comprehensive Plan as presented.
Councilmember Evans seconded motion for approval.

4. Discussion on the Chubbuck 2045: Comprehensive Plan Future Land Use Map.
(Council will discuss an updated future land use map).
Planning Manager Don Matson stated that the Land Use Board made a recommendation
that the future land use map be updated so that the section of Chubbuck Road between
Hiline Road and the freeway; match the section of Chubbuck Road between the rail road
tracks and Hiline Road, and be designated as mixed use.
Councilmember Reece motioned to direct City Staff to prepare the Chubbuck 2045:
Comprehensive Plan Future Land Use Map to be adopted with the recommended updates from
the Land Use Board and City Staff with the Comprehensive Plan as presented.
Councilmember Hernandez seconded motion for approval.

5. Discussion and Possible Adoption of Ordinance 880 Repealing Title 6 Daycares. (Council
will discuss repealing section 6 of city code to comply with N13243).
Councilmember Reece motioned for the waiver of three readings, including the reading of one
time in full for Ordinance 880.
Councilmember Hernandez seconded motion for waiver.

Human Resource Director Scott Gummersall presented changes to the City's
personnel policy.
Councilmember Reece motioned for approval of the updated personnel policy as presented.
Councilmember Evans seconded motion for approval.
Roll Call: Hernandez -yes, Reece -yes, Evans -yes, motion passed.

1. City of Chubbuck claims for May 21, 2025 as presented to Mayor England and
Council.
Councilmember Reece motioned to approve the City of Chubbuck Claims as presented.
