Council Study Session Minutes

CALL TO ORDER: Mayor England
COUNCIL PRESENT: Melanie Evans, Roger Hernandez, Norman Reece, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Public Works Operations Manager Kami Berger, Planning Manager
Don Matson, Development Services Manager Sean Harris, Program Specialist Kayla McCain,
Parks Manager Aaron Schilhabel, Police Chief Nick Sasser, Fire Chief Merlin Miller, Human
Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
Mayor England excused Councilmember Dan Heiner from the meeting. Councilmember Dan
Heiner arrived to the meeting at 4:3 8.
GENERAL BUSINESS:
1. Budget Presentations from City Departments.
Public Works Director Bridger Morrison went over budgets for Building,
Development Services, Planning, and Parks & Recreation. Mr. Morrison went over roles
and responsibilities for each department, capital projects & equipment, future personnel
needs, and proposed a budget for FY26 for each department.
2. PV -TEC School Resource Officer Grant.
Police Chief Nick Sasser presented that the police department was in the process of
pursuing a School Resource Officer (SRO) grant with School District No. 25.
3. Chubbuck Rec League and Community Events.
Mayor Kevin England wanted to get the Council's thoughts on the current City rec.
leagues and community events, and the potential to add additional recreation leagues and
community events.
The Council recommended that the City focus on the current events and rec. leagues
to build upon and improve before branching out.
