CALL TO ORDER: Mayor England
COUNCIL PRESENT: Dan Heiner, Roger Hernandez, Norman Reece, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Planning Manager Don Matson, Development Services Manager
Sean Harris, Police Chief Nick Sasser, Fire Chief Merlin Miller, City Treasurer Rich Morgan,
and City Clerk Joey Bowers,
GENERAL BUSINESS:
1. Discussion and a Presentation by Pioneer Capital Ventures on Possible Private -Public
Opportunities as a Funding Mechanism.
Matt Loo, Paul Baker, Erik Madsen represented Pioneer Capital Ventures and
presented possible private -public opportunities as funding mechanism for Miller Park
improvements.
Stephanie J. Bonney legal counsel for Pioneer Capital Ventures presented information
on a Community Infrastructure District (CID).
Matt Loo presented information on the Commercial Property Assessed Capital
Expenditure Act (C -Pace) that was established by Idaho House Bill (HB624).
