CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Heiner
COUNCIL PRESENT: Roger Hernandez, Norman Reece, Dan Heiner, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Planning Manager Don Matson, Police Chief Nick Sasser, Fire Chief
Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and
City Clerk Joey Bowers
APPROVAL OF MINUTES: April 2, 2025.
Councilmember Reece motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, Evans -absent, motion passed.
GENERAL BUSINESS:
1. Approval of Update to the Personnel Policy.
(Council will discuss the updates to the Personnel Policy).
Human Resource Director Scott Gummersall presented changes to the City's
personnel policy.
Councilmember Hernandez motioned for approval of the updated personnel policy as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
2. Presentation of the 2024 Annual Report from the Chubbuck Development Authority (CDA).
(Council will discuss an annual financial report from the Chubbuck Development Authority).
City Clerk Joey Bowers Presented the 2024 Annual Report from the Chubbuck
Development Authority (CDA).
3. Discussion and Possible Approval of a Fire Truck Donation.
Fire Chief Merlin Miller presented a surplus fire truck for disposal. Chief Miller
would like to donate this fire truck to the City of Mccammon fire department.
Councilmember Reece motioned to declare engine 302 as surplus property with a declared value
under $10,000 and a fair market price of $8,500, and authorize the Mayor to enter into a contract
to donate engine 302 to the City of Mccammon as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Reece -yes, motion passed.
CLAIMS:
City of Chubbuck claims for April 16, 2025 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Reece seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
GENERAL ANNOUNCEMENTS: April 30, 2025 special Council Study Session at 4:30.
ADJOURN: Mayor Kevin England adjourned at 6:31.
