DESIGN REVIEW COMMITTEE MEETING MINUTES October 18, 2006 APPLICANT: Steven Lyle, Pheasant Ridge PROJECT TITLE: Pheasant Ridge Commercial LOCATION: 4500 block, Riline Road and Pheasant Ridge Street PURPOSE: Access in: to the area Present: Mayor StevenM.~ngland, Attorney Thomas J. Holmes, Steve Smart, Larry Kohntopp, Myrna Crapo,. Randy Severe~ Ray Griffin, and Charlie Dickman. Lyle presented a letter ftornhis ~arketing consultant stating that access from Hiline Road through Alamo, in addition to access to Riline Road through Pheasant Ridge Drive, would be nearly as marketable as an approach directly from Hiline into the commercial property. Lyle requested a new intersection of Alamo with Hiline, and that construction would be done at the developer's expense. Lyle illustrated the location of the four proposed approaches. Two of the approaches had previously been approved by the City of Chubbuck. Those approaches were on the common lot lines between the easterly and westerly lots in the development. The additional approach requested from Alamow011Id be approximately 60 feet or more west of Hiline Road. The additional approach from Pheasant Ridge Drive is also proposed to be about 60 feet or more west of HHine Road. After discussion, the city $taff concluded that they would approve Lyle's proposal. Since Alamo and Pheasant Ridge Drive have limited length and traffic tributary area, it was felt that a new intersection of Alamo withH;iline Road and the additional approaches off Alamo and Pheasant Ridge Drive would prob~lynohesultitiexcessive traffic that would create an undue safety concern. The city requeste8that the new approaches be located as far west as possible from HHine Road. Lyle was scheduled to attend the Design Review committee on October 31 st to present a site plan for approval. This site pl@.willbebased on today's approval. The city recommendedtfu1tthe developer enter into a development agreement to memorialize these approach approval details, Lyle agreed and also desired to include access to Pheasant Ridge Drive from the Wilson property to the south in the agreement. He had previously agreed with Wilson to sell a stripofland to Wilson, which would include access to Pheasant Ridge Drive for a sum of $75,00(). This would be included in the development agreement, so that the city could regulate accesstQWilson. / ..p. . LOCATION: 4500 Block, Hiline Road and Pheasant Ridge Street PURPOSE: Site Plan Concept. Present: Mayor Steven M. England, Attorney Thomas J. Holmes, Steve Smart, Larry Kohntopp, Ron Conlin, Randy Severe, Ray Griffin, Merlin Miller and Eric King. Steve Lyle, Pheasant Ridge and Dan Bowen, Bowen Oil was present to present a Study showing the convenience store would lose 20% of their business without a Hiline Road access. Mr. Bowen explained the Study. Mr. Bowen felt Study is reliable. Mr. Lyle presented a plan that would include a deceleration lane if the City would give him an access to Hiline Road. Staff discussed. . Discussion about using a Reserve Strip to the south of Pheasant Ridge Road. . Discussion about how a deceleration lane would help in conjunction with the widening of Hiline Road when it happens. The following concerns were discussed at length: 1. Traffic increasing on Hiline Road in future. 2. Concern about deceleration and acceleration lanes. 3. Relocation of station if on Alamo Road side. 4. Reserve Strip Agreement. 5. Pheasant Ridge Road Access to Station was discussed. Staff decided to have Steve Lyle consider looking at a Pheasant Ridge Road access to the convenience store. Look at a Study on this requirement. Staff will consider the Alamo access. Mr. Lyle was asked to consider a Reserve Strip Agreement. '~i . . .
