NUMBERS AND DOLLARS VERSES PEOPLE AND LIVES
This year at election time those of us from Bannock County are going to be asked to pass a bond. The fact of the
matter is that the jail in our county is overcrowded to the point that we are having to pay other jails to house many of
our inmates.
We now need to answer a question. How are we, in this county, going to address this overcrowding?
A team of concerned citizens have been meeting every week for the past few months to discuss possible solutions. This
team is made up of individuals from the medical, mental health, law enforcement, judicial, education, and social fields
as well as some elected officials.
Another fact that has been central to our discussions is that many of those presently housed in our jail do not belong
there. They consist of our family members, friends, and neighbors who are dealing with their mental health and also
substance use. We can and should serve them better.
Many dollars are being spent to put a “band aid on broken limbs” so to speak. We are addressing symptoms rather than
root causes.
There is a story that is told of a community that had a dangerous corner on a local road by a cliff. Often people would
not be able to handle the corner and would go off of the cliff. The decision was made to put an ambulance at the base of
the cliff so as to be right there when an accident happened. After some time a suggestion was made that perhaps a
strong fence at the top where the curve was would be even a better solution thus avoiding physical harm and even
death.
It is my opinion that we have the opportunity to build that all important fence for our societal safety. The approach is
going to be something different than we have ever tried before. It is being suggested that we take these dollars and fund
a Behavioral Care Center, which includes a Crisis Center and a Stabilization and Treatment Center, as well as a smaller
addition and upgrade of the jail. This will then move many from our jail system to a system where they can receive the
needed help and care. This will provide them the opportunity to heal and become positive contributors to our neighbor-
hoods.
It is not my intention to be telling anyone how they should vote. I only want to encourage each elector to educate them-
selves as to the issues we face and the possible solutions. It is my belief that the suggestions of this qualified team have
merit. It has been my honor and privilege to serve with them.

*Holiday’s & Garbage Service
In observance of:
Veterans Day, the City Offices will be closed, Thursday, November 9 at
12:30pm until Monday, November 13 at 7:30am. Garbage service will be on
schedule.
Thanksgiving, the City Offices will be closed, Wednesday, November 22 at
1:30pm until Monday, November 27 at 7:30am. Garbage service
will be 1 day late following Thanksgiving Day.
Christmas Day, the City Offices will be closed, Monday, December 25.
Garbage service will be 1 day late.
The City will collect extra bags of trash for 1 week following
Christmas ONLY. Please place bags by your regular garbage cart
for pickup.
The City will also collect Christmas trees for 2 weeks
following January 1, 2018. Please call Public Works at
237-2430 to be put on the schedule.
2018 New Year’s Day, the City Offices will be closed, Monday, January 1.
Garbage service will be 1 day late. *November 7th General Elections--Precinct

FALL LEAF PICKUP
Fall leaves will by picked up on Tuesday, November
14, 21 & 28 only. Leaves must be bagged and
placed in the front of your property. Call the City at
237-2430 to be placed on the weekly list.
